Committee met March 31, 2026 at 10:30 AM (26th Floor, Council Chamber). Members Andrea Bough, Quinton Lucas, Crispin Rea, Darrell Curls and Wes Rogers were present. The committee approved a 10-year license for a city-owned radio tower to Jackson County (5301 E. 27th St.), approved the Fourth Amendment to the Metro North Crossing TIF plan, accepted an assignment to transfer $404,221.07 from the Maintenance Reserve Corporation to the Housing Trust Fund and close Fund 6930, declared a moratorium on city approvals for detention facilities through January 15, 2031 while approval processes are reviewed, authorized a license to display the city-owned sculpture “River Cloud” with Port KC, and approved a contract amendment for design services related to a permanent detention and rehabilitation facility (Treanor, Inc.). The committee recommended an ordinance limiting sale of small “airplane-sized” alcohol bottles in the Third District (Retail Alcohol Impact Areas) without recommendation. Several items were held for later committee or council action (including Midtown Justice Campus review, Columbus Park TIF MRD waiver, and code amendments on prevailing wage/MBE/WBE/affordable housing).
