GENERAL SERVICES

Sponsor: Director of General Services Department Declaring certain real property, consisting of approximately 5,663 square feet, located Belton, Cass County, Missouri, formerly known as Richards-Gebaur Airport, surplus to the City’s needs; and authorizing the Director of General Services to negotiate and execute a sale contract, conveyance documents, and other documents necessary to effectuate transfer of said property to the City of Belton.

FINANCE DEPARTMENT

Sponsor: Director of Finance Department COMMITTEE SUBSTITUTE RESOLUTION - Adopting the 2025 Update of the Citywide Business Plan with the latest Five-Year Planning Models; directing the City Manager to include assumptions of the 2025 Update in the FY 2026-27 Submitted Budget; and directing the City Manager to align departmental strategic plans and business plans to the Citywide Business Plan.

Sponsor: Director of Finance Department COMMITTEE SUBSTITUTE Appropriating $1,500,000.00 from the Unappropriated Fund Balance of the Parks Sales Tax Fund (2030) and $1,500,000.00 from the Unappropriated Fund Balance of the Convention and Sports Complex Fund (5370) for the purpose of providing funding for the development and maintenance of Starlight Theater and support of cultural institutions; designating requisitioning authority; requesting that the Board of Parks and Recreation Commissioners study creation of a position within the Parks and Recreation Department responsible for maintenance, enhancement, and support of cultural institutions; and recognizing this ordinance as having an accelerated effective date.

LAW DEPARTMENT

Sponsor: Director of Law Department Accepting an additional $20,622.00 for a 6-month extension from the Victims of Crime Act (VOCA) grant funded, by the U.S. Department of Justice, and passed through the State of Missouri’s Department of Public Safety to support the work of the City’s Prosecutor’s Office; estimating and appropriating $20,622.00 in the General Grants Fund; and authorizing the City Attorney to enter into a subaward grant agreement in connection with this grant.

COUNCIL

Sponsor: Councilmember Crispin Rea Amending Chapter 70, Code of Ordinances, by repealing Section 70-308 and enacting in lieu thereof a new section of like number and subject matter for the purposes of clarifying the unlawful use of certain vehicles.

Sponsor: Councilmember Andrea Bough Appropriating $100,000.00 from the Unappropriated Fund Balance of the General Fund to provide the Metropolitan Arts Council of Greater Kansas City (“ArtsKC”) with a request for supplemental appropriation and recognizing this ordinance as having an accelerated effective date.

Sponsor: Councilmember Nathan Willett Naming the recently completed terminal at Kansas City International Airport the “Harry S Truman Terminal” in honor of former President Harry S Truman, a native of Missouri, in recognition of his global and local significance.

Sponsor: Mayor Quinton Lucas Reducing appropriations in the amount of $15,028,929.97 in the Public Safety Sales Tax Fund; temporarily borrowing $2,971,070.03 from the Unappropriated Fund Balance of the Capital Improvements Fund pursuant to Section 806(a)(3) of the City Charter and estimating revenue in the same amount to the Public Safety Sales Tax Fund; appropriating $25,000,00.00 from the Unappropriated Fund Balance of the Public Safety Sales Tax Fund; and directing the Director of Finance to repay the temporary loan to the Capital Improvements Fund by April 30, 2027; designating requisitioning authority; authorizing the Director of General Services to execute contract EV-4177 in an amount up to $19,225,000.00 with Brown & Root Industrial Services, Inc for construction of a Temporary Modular Jail; and recognizing this ordinance as having an accelerated effective date.

Sponsor: Mayor Quinton Lucas Enacting a new Chapter 52, Code of Ordinances, containing Sections 52-1 to 52-9 to provide for the regulation of surface parking lots in the City’s entertainment districts and Central Business District Area, 18th & Vine, the Country Club Plaza, Westport and Crossroads, and providing for a delayed effective date.

Sponsor: City Planning and Development Department Accepting and approving the recommendation of the Tax Increment Financing Commission of Kansas City, Missouri, as to the termination of the designation of Redevelopment Project Area 4 (“Project Area 4”), Redevelopment Project Area 5 (“Project Area 5”), Redevelopment Project Area 6 (“Project Area 6”) of the 1200 Main/South Loop Tax Increment Financing Plan; declaring as surplus those funds within the special allocation fund(s) established in connection with each of Project Area 4, Project Area 5, and Project Area 6; dissolving the special allocation fund(s) established in connection with such Redevelopment Project Areas; and directing the City Clerk to send copies of this ordinance to Jackson County.

Sponsor(s): Councilmembers Johnathan Duncan and Andrea Bough COMMITTEE SUBSTITUTE Amending Chapter 50, Code of Ordinances, by enacting a new Section 50-16 for the purpose of prohibiting the operation and maintenance of certain electronic gaming machines that offer a monetary prize to the user within the City and directing the City Manager to report back to Council within ninety (90) days.
