FIRST READINGS

Sponsor: Director of Finance Department Authorizing the Director of Finance to accept a proposal of Banc of America Public Capital Corp. (“BAPCC”) to finance the acquisition of municipal golf course equipment (“Project”); authorizing the execution of any and all documents and agreements necessary for the financing; estimating revenue and appropriating $658,000.00 in the 3230 Fund; authorizing the Director of Finance to close project accounts; approving lease counsel in connection with the transaction; and declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures.

Sponsor: Mayor Quinton Lucas Establishing Fund No. 6435, the City Hall Centennial Fund, in the records of the City of Kansas City for the preservation, modernization, programming and long-term stewardship of Kansas City’s City Hall as it nears its 100th anniversary; and directing the City Manager to recommend revenue sources for the Fund along with a prioritized list of City Hall capital improvement projects.

Sponsor: Councilmember Crispin Rea Approving the Second Amendment to the General Development Plan for the Southwest Boulevard Redevelopment Area to amend the Estimated Completion Time to fifteen years from passage of this Ordinance and affirming the findings of the City Council made when approving the Plan.

Sponsor: City Manager’s Office Authorizing the City Manager to execute the First Amendment to a Contract with the Economic Development Corporation of Kansas City, Missouri (“EDC”) to administer the implementation of the ProspectUs Equitable Transit Oriented Development Strategic Plan (“ProspectUs Plan”); reducing an appropriation in the Development Services Fund (2210) in the amount of $166,224.00 and appropriating a like transfer to the Economic Development Fund (2215); appropriating $166,224.00 from the Unappropriated Fund Balance of the Economic Development Fund (2215) for the purpose of executing a contract amendment with the EDC; and recognizing this ordinance as having an accelerated effective date.

Sponsor: City Manager’s Office Acknowledging that the twenty-three-year statutory periods for the capture of tax increment allocation financing within the Redevelopment Project Areas titled Phases II, III, IV, V, VI, VII, VIII, and XI of the Universal Floodwater Detention Tax Increment Financing Plan have expired; terminating the designation of the Redevelopment Project Areas titled Phases II, III, IV, V, VI, VII, VIII, and XI as redevelopment projects therein; terminating the Universal Floodwater Detention Tax Increment Financing Plan; declaring as surplus those funds within the special allocation fund(s) established in connection with Phases II, III, IV, V, VI, VII, VIII, and XI; Dissolving the Special allocation fund(s) established in connection with Phases II, III, IV, V, VI, VII, VIII, and XI; estimating revenues in the amount of $5,500,000.00 in the Capital Improvements Fund; appropriating the amount of $4,000,000.00 from the Unappropriated Fund Balance of the Capital Improvements Fund to the Front Street Topping to Universal Project; Appropriating the amount of $1,500,000.00 from the Unappropriated Fund Balance of the Capital Improvements Fund to the Levee Trail Project; and directing the City Clerk to send copies of this ordinance to Jackson County.

Sponsor(s): Mayor Quinton Lucas and Councilmember Andrea Bough Amending Chapter 35, Code of Ordinances, Housing, by repealing Section 35-23, “Administration,” and enacting in lieu thereof a new section of like number and subject matter for the purpose of clarifying and guaranteeing the public nature of the annual Right to Counsel report.

Sponsor: Councilmember Melissa Robinson COMMITTEE SUBSTITUTE Authorizing the City Manager to execute a $3,200,000.00 cooperative agreement with the American Jazz Museum, Inc. to implement Phase I of a redevelopment plan for the Museum; reducing appropriations in the amount of $1,200,000.00 from the Capital Improvements Fund; appropriating $1,200,000.00 from the Unappropriated Fund Balance of the Capital Improvements Fund; appropriating $2,000,000.00 from the Unappropriated Fund Balance of the Convention and Sports Complex Fund; designating requisitioning authority, and recognizing this ordinance as having an accelerated effective date.

Sponsor: Mayor Quinton Lucas 2nd COMMITTEE SUBSTITUTE RESOLUTION - Directing the City Manager to study and develop recommendations for establishing an Office of Grants and Philanthropy Management and develop standardized grant policies and procedures with a report back to Council within 90 days.

Sponsor: Mayor Quinton Lucas and Councilmembers Nathan Willett and Johnathan Duncan, and Darrell Curls COMMITTEE SUBSTITUTE Amending Chapter 50, Code of Ordinances, by enacting a new section 50-206 and 50-207 for the purpose of prohibiting the sale of certain unregulated drugs and dangerous chemical inhalants within the City and providing for a delayed effective date.

Sponsor: Councilmember Andrea Bough COMMITTEE SUBSTITUTE Directing the City Manager to undertake certain actions to ensure economic development projects in Kansas City promote equitable economic development, align with City policy priorities, achieve efficiency in the economic development process, and effectively evaluate performance; directing the City Manager to request the input and participation from economic development agencies; directing the City Manager to incorporate public feedback and engagement opportunities prior to the final policy recommendations; directing the City Auditor to conduct a comprehensive review of City economic development entities to ensure policy alignment; repealing Chapter 74, Code of Ordinances, by enacting a new Chapter 74 entitled “Economic Development Incentive Policies and Procedures Code;” and repealing Second Committee Substitute for Ordinance No. 160383, as Amended, Ordinance No. 190563, Second Committee Substitute for Ordinance No. 200497, as Amended, Committee Substitute for Resolution No. 140861, and Second Committee Substitute for Ordinance No. 211025.

Sponsor: Court Administrator COMMITTEE SUBSTITUTE Amending Chapter 2, Code of Ordinances, by repealing and replacing Sections 2-1403, 2-1404, 2-1406, 2-1411, 2-1412, 2-1413, 2-1415, 2-1442, 2-1443, 2-1451, 2-1452, 2-1463, 2-1464, 2-1465 and repealing Sections 2-1416, 2-1460 and 2-1461 for the purpose of updating the ordinances governing the operations of the Municipal Court.

Sponsor: Mayor Quinton Lucas Establishing the Economic Development Oversight Board, also known as the Super Board, to coordinate policies between various economic development entities; and establishing an effective date.

Sponsor: Mayor Quinton Lucas Establishing administrative processes for awarding standard incentive packages to residential, office, and industrial developments that meet certain criterial and directing the City Manager and the Director of Finance to take certain acts to implement the standard incentive packages.

Sponsor: Mayor Quinton Lucas RESOLUTION - Directing the City Manager to review site, design, and acquisition matters for the purpose of designing and constructing a Midtown Justice Campus, a co-location of the Kansas City Police Department Central Patrol Division and the Community Resource Center, and report back to City Council within 30 days.

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Amending Chapter 2, Code of Ordinances, Administration, by adding a new Section 2-12 establishing policies for Sister City and Friendship City relationships; requiring annual reporting to City Council; and aligning future Sister City and Friendship City designations to one city per country.
