Sponsor: Mayor Quinton Lucas Authorizing the Director of Parks and Recreation Department, subject to the approval of the Parks and Recreation Board of Commissioners to negotiate and enter into a Lease Agreement for the Kansas City Riverfront Park with the Port Authority of Kansas City for the purpose of furthering the development and maintenance of additional recreational space on the Kansas City Riverfront.

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Directing the City Manager to assign costs incurred by the Board of Police Commissioners beyond the twenty-five (25) percent annual budget threshold in Mo. Rev. Stat. 84.730 to a new fund entitled “KCPD Overage Fund” and establishing said fund in the books and records of the City; directing the City Manager to negotiate with the Board of Police Commissioners a process for Council approval of costs related to Board of Police Commissioners established settlement agreements, including settlements with costs structured over future budget cycles; and directing the City Manager to include an appropriation of $5,900,000.00 in the FY2026-2027 submitted budget from the KCPD Overage Fund for legal settlements and subjecting such payments to the council ordinance process. Legal Review Committee recommends “Advance and Do Pass as a Committee Substitute.” Held on Docket 4.16.2026

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Creating a new department to be known as the Department of Community Safety by amending Article V, Departments, in Chapter 2, Administration, of the Code of Ordinances by enacting a new Division 25 entitled “Community Safety” to include new sections 2-720.1 through 2-720.6; and amending Chapter 2, Article VIII, Classification and Compensation Plan, by repealing Section 2-1079 and enacting one new section of like number and subject matter to create one new job classification and adjust the salaries for two classifications for this Department; and amending Chapter 44, Corrections, by repealing Section 44-11, Authority of Clerk of the Municipal Division Courts to Establish Prisoner Assistance Programs.

Sponsor: City Manager’s Office Authorizing the City Manager to submit a Better Utilizing Investments to Leverage Development (BUILD) grant application to the United States Department of Transportation for an amount up to $25,000,000.00 to fund the Roy Blunt Luminary Park project (“Project”) in Kansas City, Missouri; and authorizing the City Manager to execute any related agreements in the event that the application is approved.

Sponsor: Mayor Quinton Lucas Estimating revenue and appropriating $11,868,979.00 in the Police Grants Fund for the FY26 Counter-Unmanned Aircraft Systems (C-UAS) Grant Program; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

Sponsor: Councilperson Crispin Rea Authorizing the City Manager to enter into a Tax Redirection Agreement with HS KC PLAZA, LLC for the purpose of supporting the renovation of the Seville Plaza Hotel.

Sponsor: Mayor Quinton Lucas 2nd COMMITTEE SUBSTITUTE RESOLUTION - Directing the City Manager to study and develop recommendations for establishing an Office of Grants and Philanthropy Management and develop standardized grant policies and procedures with a report back to Council within 90 days.

Sponsor: Mayor Quinton Lucas and Councilmembers Nathan Willett and Johnathan Duncan, and Darrell Curls COMMITTEE SUBSTITUTE Amending Chapter 50, Code of Ordinances, by enacting a new section 50-206 and 50-207 for the purpose of prohibiting the sale of certain unregulated drugs and dangerous chemical inhalants within the City and providing for a delayed effective date.

Sponsor: Mayor Quinton Lucas Establishing the Economic Development Oversight Board, also known as the Super Board, to coordinate policies between various economic development entities; and establishing an effective date.

Sponsor: Mayor Quinton Lucas Establishing administrative processes for awarding standard incentive packages to residential, office, and industrial developments that meet certain criterial and directing the City Manager and the Director of Finance to take certain acts to implement the standard incentive packages.

Sponsor: Mayor Quinton Lucas RESOLUTION - Directing the City Manager to review site, design, and acquisition matters for the purpose of designing and constructing a Midtown Justice Campus, a co-location of the Kansas City Police Department Central Patrol Division and the Community Resource Center, and report back to City Council within 30 days.

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Amending Chapter 2, Code of Ordinances, Administration, by adding a new Section 2-12 establishing policies for Sister City and Friendship City relationships; requiring annual reporting to City Council; and aligning future Sister City and Friendship City designations to one city per country.
