Sponsor: Director of Finance Department COMMITTEE SUBSTITUTE Adopting the Annual Budget of the City for the Fiscal Year 2026-27; waiving the requirements in Article VI, Section 2-931 of the Code of Ordinances entitled “Neighborhood tourist development fund committee” for the purposes of the appropriations contained herein; estimating the revenues for the fiscal year; appropriating for the purposes stated the sums set forth in the budget; directing the Director of Finance to make the necessary entries upon the City’s records to show the appropriations and allocations provided for; estimating TIF Surplus revenue in the amount of $6,924,222.00 to the Capital Improvements Sales Tax Fund and $2,800,335.00 to the General Fund for purposes of the appropriations contained herein; authorizing inter-fund loans; and electing to establish a budget adoption deadline pursuant to Section 805(i) of the City Charter.

Sponsor: Mayor Quinton Lucas RESOLUTION - Directing the City Manager to develop and implement a public communication plan, including the publication of a Frequently Asked Questions (FAQ) document or similar communication process, to educate residents, businesses, and other stakeholders about the special permit area policy, and declaring that the policy will be in place from June 1 through July 12, 2026.

Sponsor: Councilmember Darrell Curls Approving the First Amendment to the Amended and Restated East Bannister PIEA General Development Plan to amend the Estimated Completion Time to twenty years from passage of this Ordinance, renewing the powers of eminent domain, and affirming the findings of the City Council made when approving the Plan.

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Declaring a moratorium until January 15, 2031, on all City approvals for detention facilities, to evaluate the effectiveness of the regional criminal justice ecosystem, and re-evaluate the approval process for detention facilities.

Sponsor: Councilmember Wes Rogers Amending Chapter 50, Code of Ordinances, by repealing Section 50-453, Conditions, and enacting in lieu thereof a new Section 50-453, for the purpose of enlarging the prohibition of street vending, including food items, to within 300 feet of related businesses open business hours. Sponsor: Councilmember Crispin Rea Declaring certain real property generally located between East 25th Street and East 26th Street, and between Gillham Road and Cherry Street, Kansas City, Jackson County, Missouri surplus to the City’s needs; authorizing the Director of Parks and Recreation to offer the sale of the City’s interest in this real property in accordance with City regulations and execute related documents to complete the transfer of the real property while reserving easements, as necessary, for any existing City owned sewer, storm water, and water line infrastructure on the said property.

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Waiving the limitations established by the Fund Balance and Reserve Policy in Section 2-1954 of the Code of Ordinances for use of Unappropriated General Fund Balance; appropriating $2,000,000.00 from the Unappropriated Fund Balance of the General Fund as a transfer to the General Fund and transferring same to the Police Department for Overtime in Patrol and Investigations; directing and acknowledging a transfer from the Public Safety Sales Tax to the General Fund in the amount of $2,000,000.00 in the submitted FY2026-2027 budget; and recognizing this ordinance as having an accelerated effective date.

Sponsor: Mayor Quinton Lucas COMMITTEE SUBSTITUTE Amending Chapter 3, Code of Ordinances, by repealing Section 3-622, Prevailing wage application to incentive plans, and enacting in lieu thereof a new Section 3-622, and enacting a new Section 3-623, Prevailing Wage application to incentive Plans (2026),for the purpose of enlarging the establishing applicable prevailing wage policies for certain types of categories of incentive projects, amending Chapter 3, Code of Ordinances by repealing Section 3-437, Waiver of MBE/WBE goals, for the purpose of greater alignment and efficiency among city incentive agencies, and amending Chapter 74, Code of Ordinances, by repealing Section 74-11, Affordable housing set aside, and enacting in lieu thereof a new Section 74-11, for the purpose of right-sizing the Payment in Lieu fee to better reflect amount in subsidies provided per unit of affordable housing, directing the City Manager to issue a Request for Proposals for a nexus study to evaluate the affordability offset value and implementation of linkage fees on development within the City for the purposes of funding workforce and affordable housing and to evaluate and develop a development linkage fee program within the City and to report back to City Council on the same within 6 months. Finance Committee recommends “Do Pass as a Committee Substitute.”

Sponsor: Mayor Quinton Lucas AS AMENDED Amending Chapter 10, Code of Ordinances, Alcoholic Beverages, enacting a new sections 10-216 and 10-336 for the purpose of designating certain geographic areas within the City experiencing acute detrimental public safety and public health impacts from the retail package sale of alcohol as “Retail Alcohol Impact Areas” and placing certain conditions on retail package licenses within such designated areas.
