Transportation, Infrastructure and Operations Committee — May 5, 2026: Water main contract, 155th Street detachment, traffic updates, KCATA transit agreement
The Transportation, Infrastructure and Operations Committee met May 5, 2026 at the 26th Floor Council Chamber. Members present: Chair Kevin O'Neill, Vice Chair Melissa Robinson, Councilmembers Eric Bunch, Johnathan Duncan and Lindsay French. The committee advanced and recommended do pass on: a Water main replacement construction contract with Abay Construction (authorizing $5,389,697; maximum expenditure $5,928,667); a proposal to transfer jurisdiction of the north side of 155th Street (~8.129 acres, twelve properties) to Raymore while retaining easements; citywide updates to traffic signs and signals following a 90-day pilot; and an agreement with the Kansas City Area Transportation Authority (KCATA) not to exceed $85,578,976 to provide transit services for May 1, 2026–April 30, 2027 (funding includes ~$38M sales tax, ~$48M total project costs, and $9M General Fund). A cooperative agreement for Brookside Shops and a Disparity Study presentation were held until May 12, 2026. Public testimony procedures and potential closed session topics were noted.
