The April 21, 2026 Committee of the Whole meeting (5:04–5:56 PM) covered mayoral proclamations and awards, one public comment regarding the future fire chief, and reports from standing committees. Multiple ordinances and resolutions were placed on the consent agenda (annexations, a conditional use, easement release, liquor license caps, MOUs for social services, appointments, and parklet/temporary outdoor seating rules). Infrastructure items included a change order for the Broadway Streetscape/two‑way conversion, a $4,448,912.80 contract award for 2026 East citywide street resurfacing, purchase of computer equipment (not to exceed $400,000), and a $63,010 firing range maintenance award. A Planning & Development final plan for Lot 6 of Podolsky Orchard 88 (warehouse/distribution) was finalized and is appealable. Some items (Genetec renewal; ordinance amending board/commission participation rules) were placed on unfinished business.
