BILLS AND RESOLUTIONS ON SECOND READING AND FINAL PASSAGE
Amending Chapter 9-3900 of The Philadelphia Code, entitled “Property Licenses and Owner Accountability,” to clarify licensing requirements, authorize the Department to create a Proactive Inspection program, require public reporting related to Code compliance, and establish remedies, damages, and protections for tenants, all under certain terms and conditions.
Amending Chapter 9-800 of The Philadelphia Code, entitled “Landlord and Tenant,” to modify the requirements related to good cause for ending a tenancy, add protections against retaliation and harassment for tenants and tenant organizations, specify tenants’ rights related to the implied warranty of habitability and provide a legal presumption related to breaches of the implied warranty of habitability, create a tenant right to organize, specify deadlines for asserting claims, and establish and enhance enforcement mechanisms, remedies, damages, and protections, all under certain terms and conditions.
Amending Title 17 of The Philadelphia Code, entitled “Contracts and Procurement,” to prohibit contractors providing solid waste, recycling or composting services to the City from incinerating discarded matter, under certain terms and conditions.
Authorizing the Commissioner of Public Property to acquire, on behalf of the City, fee simple title or a lesser interest, by purchase, dedication, donation, condemnation, agreement in lieu of condemnation or otherwise, for the purpose of making, enlarging, connecting, extending, operating, and maintaining public parks for recreational use, certain parcels of land, generally bounded and located between Vine Street, Fairmount Avenue, 8th Street and 12th Street, together with all improvements thereon and all associated easements and appurtenances; and to lease the property, or a portion thereof, to the Center City District; all under certain terms and conditions.
Amending Title 21 of The Philadelphia Code by adding a new Chapter 21-3600 entitled “Non-Intervention with Respect to Immigration Enforcement” to place certain restrictions on the collection and use of information related to citizenship and immigration status, prohibit certain forms of discrimination in City services, and provide for remedies for violations, all under certain terms and conditions.
Amending Title 21 of The Philadelphia Code by adding a new Chapter 21-3600 entitled “Non-Intervention with Respect to Immigration Enforcement” to establish certain limits on how personal information may be handled by the City with regard to immigration enforcement, create reporting requirements, and provide for remedies for violations, all under certain terms and conditions.
Amending Chapter 9-1100 of The Philadelphia Code, entitled "Fair Practices Ordinance: Protections Against Unlawful Discrimination," to add protections against discrimination on the basis of citizenship and immigration status, all under certain terms and conditions.
Amending Title 17 of the Philadelphia Code, entitled “Procurement Contracts,” and Title 21 of The Philadelphia Code, entitled “Miscellaneous,” to prohibit the acceptance of bids on City contracts from, or the execution of contracts with, entities that do business with immigration enforcement authorities; bar City participation in, resource expenditures to, and involvement in any agreements or activities in furtherance of immigration enforcement, including through the conduct of its employees, contractors and funding recipients; require annual reporting of City immigration-related activities, and provide for civil enforcement of violations, all under certain terms and conditions.
Amending Title 10 of The Philadelphia Code, entitled “Regulation of Individual Conduct and Activity,” to prohibit law enforcement officers from concealing their identity, require officers to visibly display their badge and other official identifying information, prohibit the impersonation of law enforcement officers, and provide for civil and criminal enforcement of violations, all under certain terms and conditions.
Amending Title 10 of The Philadelphia Code, entitled “Regulation of Individual Conduct and Activity,” and amending Title 11 of The Philadelphia Code, entitled “Streets,” to prohibit immigration enforcement on City and City-related property and facilities, to prohibit immigration enforcement in the right-of-way and provide for civil enforcement of violations, all under certain terms and conditions.
Amending Title 10 of The Philadelphia Code, entitled “Regulation of Individual Conduct and Activity,” to restrict the use of community spaces for government purposes not expressly authorized by the City or the courts and provide for civil enforcement of violations, all under certain terms and conditions.

Program Annual Program Statement and Budget, which addresses expenditures by various agencies in the first year of the H.O.M.E. Program, to constitute approval of spending in Fiscal Year 2027, pursuant to that same Program Statement and Budget.
