Council adopts consent calendar including committee work plans, declares flood emergency for 28th Avenue, approves emergency ordinances ending municipal court and amending parking rules, recognizes Black History Month; executive session held on City Manager evaluation

Olympia City Council met February 3, 2026 (Council Chambers, online/phone). Seven members were present. The Council approved the agenda and adopted the Consent Calendar, including approval of January 27 minutes; 2026 work plans for the Community Livability & Public Safety, Finance, and Land Use & Environment Committees; a resolution amending the design‑build agreement for the Hands On Children’s Museum expansion; and a resolution declaring an emergency for flooding at 28th Avenue. The Council adopted an ordinance vacating an alley south of Legion Way, approved emergency ordinances terminating the Olympia Municipal Court and amending OMC chapters related to parking to support the transition to Thurston County District Court, and received a proclamation recognizing Black History Month (including notice of a City‑sponsored event on Feb. 20, 2026). Mayor Payne asked the City Manager to research banning ICE Federal agents from City property (per the minutes’ reference). An executive session on the City Manager’s performance evaluation was held pursuant to RCW 42.30.110(1)(g); no decisions were made.
