A. Request for use of City Streets for Corpus Christi Catholic Church Euchrist Procession
Corpus Christi Catholic Church is requesting the use of city streets for a Eucharistic Procession on Saturday, June 21, 2025 from 6 PM to 7PM. This request is different from other right of way requests, as they will need to close the streets along the route, as indicated in the attached map, for the procession. Capt. Jason Fulgham of the Okaloosa County Sheriff’s Office has approved the traffic control plan and the Sheriff's Posse will provide their services to control all traffic during the procession. Okaloosa County EMS as well as the Destin Fire Control District have been notified of this event and have pledged their support for this request. | attachments=1 | reports=1

A. Final Vulnerability Assessment and Adaptation Plan
The Florida Department of Environmental Protection (FDEP) Resilient Florida Program, within the Office of Resilience and Coastal Protection, was created to help coastal and inland communities plan for the impacts of climate change, including flooding and sea level rise. The Resilient Florida Program offers grants for community planning and to implement projects that mitigate impacts associated with flooding of assets identified within a completed VA study. | attachments=3 | reports=1

A. First reading of Ordinance 25-05-CC - Relating to livery vessels; amending Article VIII " Registration of Livery Vessels"; a mending provisions related to transferability of permits; providing for additional required training and safety measures.
Proposed Ordinance 25-05-CC requires additional training and safety measures for livery vessel operators and their customers, codifies the livery vessel cap within the City, and makes clarifications to permit transferability. The cap on the number of livery vessels is based on the current number of livery vessels legally registered and expected to register based on the recent clarifications related to bareboat yachts and the existing boat club within the city. Proposed clarifications on permit registration transferability include the ability to transfer permit registrations provided the vessel is transferred with the permit, but prohibits separate permit transfers if detached from the vessel to which the permit is registered. B. First Reading Ordinance 25-11-CC - Relating to noise regulations; amending Chapter 14 " Offenses and Miscellaneous Provisions"; Article II " Noise" of the city Code of Ordinances; amending definitions; amending provisions relating to the measurement or assessment of noise; and providing for permissible noise levels.
At the regularly scheduled February 18th, 2025, City Council meeting, Councilman Braden raised the issue of noise complaints within the City. A motion to amend the Noise Ordinance was made by Councilman Braden and seconded by Councilwoman Hebert. | attachments=1 | reports=1

C. Second Reading of Ordinance 25-08-LC RELATING TO THE IMPOSITION OF MOBILITY FEES; PROVIDING FOR ADOPTION OF A MOBILITY FEE STUDY AND TABLE OF MOBILITY FEES; providing FOR MOBILITY FEE DISCOUNTS; and PROVIDING FOR CITY ENFORCEMENT.
At the March 1, 2021, City Council meeting, Council passed a motion to replace transportation concurrency (MMTD) with a Mobility Fee-Based Plan . Staff worked with 3TP Ventures to create the Mobility Plan, which was adopted by the Council on September 16, 2024. The Mobility Plan is a comprehensive blueprint for addressing the City's current and future transportation needs. Mobility fees are an important tool for cities like Destin to fund transportation projects to address impacts from future growth, while also tackling service gaps such as multimodal infrastructure and traffic congestion. The attached Mobility Fee Study examines the feasibility and potential impacts of increasing mobility fees in Destin, with the goal of enhancing the City's transportation network and promoting sustainable solutions for all modes of travel. Once adopted, the mobility fee will replace the existing transportation impact fee in Destin’s current fee structure. At the regularly scheduled City Council Meeting on November 18, 2024, The Fee Study was presented to City Council for their consideration. There was discussion at that meeting concerning how this affects single-family or single dwelling developments among other development the city would like to incentivize as per the Comprehensive Plan. This item and presentation is to address how to incorporate those concerns into the new fee structure. Further, because the demonstrated need study provides for increases in excess of the phase in limitations set forth in state law due to extraordinary circumstances in the City of Destin, City Council conducted two Public Workshops as required by Florida State Statues. One on February 18, 2025 and the second on March 3, 2025. At the regularly scheduled May 5, 2025, City Council meeting, the Council approved Ordinance 25-08-LC upon First Reading by a vote of 5-1. This item is going to the Local Planning Agency on Thursday, May 15, 2024, which is after the deadline for publishing of this agenda. Staff will update City Council of the LPA's recommendation during City Council's May 19, 2025 meeting. | attachments=4 | reports=1
