Ann Arbor City Council approves consent agenda including major infrastructure and housing actions; hears public comment on DDA, immigration, and local events

On December 15, 2025 the Ann Arbor City Council (10 present, 1 absent) met at Larcom City Hall. Council approved a broad consent agenda that included multiple construction and professional services contracts (manhole raising; High‑Level Trunkline improvements; water treatment gallery work), renewals for employee insurance and health plan administration, A2ZERO tree services funding, voting equipment maintenance, and the addition of 1.0 FTE for the Senior Center. Council also approved a $4,000,000 affordable housing grant to the Ann Arbor Housing Development Corporation and a related PILOT for 350 S. Fifth Ave., adopted a resolution of intent on amended DDA boundaries and TIF plan (2026–2055), advanced an ordinance amending the City’s Solid Waste chapter on first reading, and passed several council resolutions including the 2026 council calendar, committee appointments, and a directive to remove neighborhood watch signs. The AAATA provided an update noting the city’s first dedicated bus lane on State Street. Public commentary covered the DDA expansion, the proposed Arbor South development, immigration/ICE, the African American Festival, sidewalk snow removal, policing concerns, and opposition to military aid to Israel.
