Planning & Zoning Commission approves PD plan for 'The Vantage' and CUP for University Place spa; traffic and floodplain concerns raised
At its February 5, 2026 meeting the Columbia Planning and Zoning Commission unanimously recommended approval of Case 49-2026 (rezoning 50.8 acres PD to PD and approving the PD plan/Statement of Intent for “The Vantage,” 240 multi‑family units) and Case 64-2026 (a Conditional Use Permit for a 640 sq. ft. spa at 1205 University Avenue). Public testimony focused on traffic impacts (including cut-through use of Hoy Lake Drive), roundabout funding/timing for Richland/Rolling Hills, and environmental concerns about placement of buildings in the 100‑year floodplain and stream buffers. Staff reported utilities are available to the site, described negotiated provisions (trailhead dedication and proportional contributions toward the roundabout), and previewed upcoming agenda items (ADU work session follow-up, short-term rental vendor rollout, and a text amendment to define data centers).
