Mayor Wilson called the meeting to order; all Council members were present with Councilwoman Pepper arriving during public comment. Three speakers addressed courts/law enforcement, Seminary Road safety/traffic, and city inclusiveness. Council approved multiple Planning Commission recommendations for Special Use Permits and Development Special Use Permits (including retail, restaurant encroachment, school amendment, and residential projects), amended a parking condition for Modera Tempo, approved two five-year fiber/license agreements, extended a special-events waiver for Waterfront Park, initiated/approved a continuum-of-care text amendment, and adopted ordinances including changes to the Commission for Women composition and FY2020 supplemental appropriations.
