Authorizing the Mayor to accept a grant in the amount of $359,597.86 from the State of Ohio for police officer training; authorizing the deposit, appropriation and expenditure of said funds; authorizing the Mayor to accept bids and award contracts; and declaring an emergency.

Authorizing the Mayor to enter into a contract with DGL Consulting Engineers, LLC for a safety study for Secor Road; authorizing the expenditure of an amount not to exceed $95,000 from the Capital Improvement Fund for said study; authorizing the Mayor to waive competitive bidding requirements of TMC Chapter 187; and declaring an emergency.
