Request : Planning Commission will consider amendments to the General Plan and Specific Plan No. 11, together with related entitlement applications, for the Downtown Thousand Oaks Project generally located at 2100 E Thousand Oaks Boulevard and two off-site locations (Attachments #s 1, 2, and 3). The Planning Commission will consider the following entitlement applications: (1) Environmental Impact Report CEQA-2025-70002 (State Clearinghouse No. 2025090621): To consider the Final Environmental Impact Report (EIR), Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program (MMRP), prepared in accordance with the California Environmental Quality (CEQA) for the subject property. (2) General Plan Amendment GP-2025-70001: To change the land use designation of a 5.33-acre portion of the project area from “Institutional” to “Mixed-Use” and increase the allowed height; (3) Specific Plan Amendment SP-2025-70001: A mend the Civic Arts Plaza (CAP) Specific Plan (SP-11) to create a new Subarea E to facilitate development of a new pedestrian-oriented downtown, including mixed-use residential, a hotel, commercial, office, and entertainment uses; partial reconstruction of the existing City Hall; public amenities such as a park plaza and outdoor amphitheater; and supporting infrastructure, including new roadways, reconfigured utilities, and stormwater management improvements ; (4) Development Permit DP-2025-70015: To allow the construction of four new buildings, including a seven-story 142-key hotel totaling approximately 125,675 square-feet; a seven-story 161-unit mixed-use building (26 affordable units) with subterranean garage totaling approximately 258,000 square feet of floor area; a four-story, 79-unit building (13 affordable units) with subterranean garage totaling approximately 111,454 square feet; a two-story park restaurant building totaling approximately 6,725 square feet; and a public park with children’s play structure splash pad, interactive play equipment, informal stages and seating areas, and flexible open space; (5) Tentative Tract Map TTM-2025-70003: To merge 16 existing underlying parcels and resubdivide to create nine new separate legal parcels with the option to further subdivide five of the lots into condominium units; (6) Special Use Permit SUP-2025-70022: To allow the on-site sale and consumption of alcoholic beverages and off-site sale and consumption of alcoholic beverages within subareas B, C, and E of SP-11 . (7) Protected Tree Permit PTP-2025-70093: To allow for the removal of 53 protected trees, to be replaced with 159 protected trees (on- and off-site) as well as the encroachment into the protected zone of 39 protected trees.
