Backflow Prevention Assembly Services Agreement RECOMMENDATION: 1. Award General Services Agreement to Verne’s Plumbing, Inc. (Buena Park, CA), for Backflow Prevention Assembly Services, in the amount of $230,415 for scheduled device testing, plus $325,000 for extra services for as-needed repairs, for a total not-to-exceed amount of $555,415, with a term ending December 31, 2030. 2. City of Thousand Oaks and County of Ventura Household Hazardous Waste Collection Services Agreement RECOMMENDATION: Terminate Contract No. 6115-2003 and approve a new Agreement with the County of Ventura to reimburse the City for collection, recycling, treatment, and disposal of household hazardous waste (HHW) from unincorporated County of Ventura residents, for an initial one-year term which will automatically renew on September 30 of each year until terminated. Read ordinance in title only, further reading be waived, and if no objection, introduce ordinance to repeal and replace Title 4, Chapter 8, Film Permits, of the Thousand Oaks Municipal Code (TOMC). 2. Solar Panel Canopy Replacement at Los Robles Greens Golf Course (MI 2668) RESOLUTION MEMORIALIZING CERTAIN FINDINGS ON ENERGY SAVINGS AND APPROVING DESIGN AND BUILD CONTRACT FOR ENERGY SERVICES FOR SOLAR PANEL CANOPY AT LOS ROBLES GREENS GOLF COURSE (MI 2668) PURSUANT TO GOVERNMENT CODE SECTION 4217.12 RECOMMENDATION: 1. Adopt resolution making certain findings required under Government Code Section 4217 through 4217.18, that the proposed energy services agreement will result in lower costs than if the project were not built, and that the agreement is in the best interest of the City. 2. Award a Design and Build Contract for the replacement and installation of a solar canopy carport structure, under Government Code Section 4217.10 through 4217.18 procurement process to Pavletich Electric & Communications, Inc. (Bakersfield, CA) in the amount of $312,917.86, plus a contingency of $31,291.14, and an added $20,000 reserve amount to account for future escalation of steel fabrication prices, for a total of $364,209, with a term ending January 31, 2027. 3. Authorize the City Manager, or designee, to execute the agreement with Pavletich Electric & Communications, Inc. upon approval by the City Attorney within the established not-to-exceed limit. 4. Authorize expenditure in FY 2025-26 in the amount of $364,209 from A/C #001-3560-612-5500 (General Fund, Construction) for MI 2668 Solar Panel Canopy Replacement. 5. Receive public comment regarding the applicability of California Environmental Quality Act (CEQA) exemptions to the March 9, 2021 award of the exclusive solid waste franchise agreement with Arakelian Enterprises, Inc., dba Athens Services (Franchise Agreement), including Sections 15301 (Class 1, Existing Facilities), 15308 (Class 8, Actions by Regulatory Agencies for Protection of the Environment), and 15061(b)(3) (Common Sense Exemption) of Title 14 of the California Code of Regulations (CCR). 2. Direct staff to consider the public comments and materials received, if any, and pursuant to CCR Section 15025, make a determination whether the Franchise Agreement award is exempt under CEQA, including under CCR Sections 15301, 15308, and/or 15061(b)(3). 3.
