Award construction contract to J & A Engineering Corp. (Azusa, CA), in the amount of $570,434, plus a contingency of $57,000. 3. Authorize expenditure in the amount of $478,300 ($432,300 construction contract; $43,000 contingency; and $3,000 for City furnished materials and supplies) in FY 2025-26 from A/C #142-5630-632-8300 (Landscape Fund, Woodcrete Fence Replacement Project - CI 5691), and $152,134 ($138,134 construction contract and $14,000 contingency) in FY 2025-26 from A/C #001-4410-679-8300 (General Fund, Woodcrete Fence Replacement Project - CI 5691). 4. Accessory Dwelling Unit Regulations Update (MCA-2025-70003) ORDINANCE AMENDING THOUSAND OAKS MUNICIPAL CODE RELATING TO REGULATION OF ACCESSORY DWELLING UNITS (ADUS) AND JUNIOR ACCESSORY DWELLING UNITS (JADUS) UPDATING TITLE 9, CHAPTER 4, ARTICLE 45 ACCESSORY DWELLING UNITS TO BE CONSISTENT WITH STATE LAW (MCA-2025-70003) 1ST READING RECOMMENDATION: 1. Find that the update of the City’s Accessory Dwelling Unit regulations is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.17 which specifically finds that CEQA does not apply to the adoption of an ordinance by a city to implement the provisions of Article 2 (commencing with Section 66314) or Article 3 (commencing with Section 66333) of Chapter 13 of Division 1 of Title 7 of the California Government Code. 2. Electrification and Energy Resiliency Projects at the Municipal Service Center RESOLUTION MEMORIALIZING CERTAIN FINDINGS ON ENERGY SAVINGS AND APPROVING DESIGN AND BUILD CONTRACT FOR ENERGY SERVICES FOR ELECTRIFICATION AND RESILIENCY PROJECTS AT MUNICIPAL SERVICE CENTER (CI 5473, CI 5585, CI 5710, CI 5726, AND CI 5760) PURSUANT TO GOVERNMENT CODE SECTION 4217.12 RECOMMENDATION: 1. Adopt resolution making certain findings required under Government Code Section 4217 et seq., that the proposed energy services agreement will result in lower costs than if the project were not built, and that the agreement is in the best interest of the City. 2. Award a Design and Build Contract for energy services and the design and construction of energy conservation facilities and energy resiliency facilities, under Government Code section 4217.10 et seq. procurement process, including solar power delivery from an existing solar photovoltaic system, battery energy storage, and generator backup systems, as well as electric vehicle supply equipment and the associated electrical infrastructure and load management systems, to RavenVolt, Inc., an ABM Company (RavenVolt/ABM) (Los Angeles, CA) in the amount of $14,169,921.66, plus a contingency of $708,496.08, for a total of $14,878,417.74, with a term ending January 31, 2028. 3. Approve First Amendment to Professional Services Agreement (Contract No. 13946-2025) with Optony, Inc. (Optony) (Santa Clara, CA), for additional consulting services related to fleet electrification and battery energy storage projects in the amount of $150,000, for a revised not-to-exceed amount of $345,000. 4. Approve budget appropriation for FY 2025-26 in the amount of $3,237,596 and for FY 2026-27 in the amount of $795,724, as outlined in the report. 5. Award a Design and Build Contract for energy services and the design and construction of the Power Backup at Lang Ranch Pump Station, under Government Code Section 4217.10 et seq. procurement process, to Gridscape Solutions, Inc. (Fremont, CA) in the amount of $2,180,640, plus a contingency of $218,360, with a term ending June 30, 2028. Approve budget transfer in the amount of $2,550,000 from FY 2026-27 to FY 2025-26 in A/C #612-8030-682-8300 (Water Fund, Capital Improvements Other Than Buildings – CI 5702).
