Authorize expense in the amount of $20,666.70 in FY 2025-26 and $33,755.90 in FY 2026-27 from A/C #621-8250-682-5699 (Wastewater Contracted Services) for equipment maintenance and repair services. 3. Award Professional Services Agreement with Twining, Inc., of Long Beach, CA to provide material testing and inspection services during the construction of the 2026 Pavement Overlay (CI 5735), Pavement Slurry Program (MI 2661), Citywide Curb Ramps (CI 5734), and Citywide Concrete Replacement and Sidewalk Repairs (MI 2659) in the amount of $1,076,819, plus extra services of $107,680 with a term ending June 30, 2027, for a total not-to-exceed amount of $1,184,499. 2. Authorize expenditure in an amount not to exceed $1,184,499 ($1,076,819 agreement plus $107,680 extra services), subject to annual budget appropriations, allocated as follows: FY 2025–26: $614,399 from A/C #135-5310-631-8300 (Gas Tax Fund, Improvements Other Than Buildings – CI 5735), $264,650.46 from A/C #137-5310-631-5500 (Gas Tax Fund, Improvements Other Than Buildings – MI 2661), $39,852.44 from A/C #001-5310-631-5500 (General Fund, Construction – MI 2659), $53,043.69 from A/C #133-5310-631-5500 (Gas Tax Fund, Construction – MI 2659), and $57,665.27 from A/C #137-5310-631-8300 (Gas Tax Fund, Improvements Other Than Buildings – CI 5734); FY 2026–27: $154,888.14 from A/C #137-5310-631-5500 (Gas Tax Fund, Improvements Other Than Buildings – MI 2661). 3. Find that this action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines, as it involves inspection and testing services in support of previously approved projects consisting of the repair and maintenance of existing public infrastructure.
