CONSENT ITEMS
MOTION - SOLE SOURCE CONTRACT AWARD FOR STRAINPRESS EQUIPMENT FROM HUBER TECHNOLOGY
RECOMMENDATION: It is recommended by Santa Rosa Water and the Finance Department that the Board of Public Utilities, by motion, authorize the award of a sole source Purchase Order (PO) for the procurement of one (1) Huber Sludgecleaner Strainpress 290 unit from Huber Technology, NC in an amount not to exceed $275,000.00.
MOTION - RECOMMENDATION TO CITY COUNCIL TO APPROPRIATE $4,442,100 IN EXPEDITED DRINKING WATER GRANT FUNDS FOR THE ROBIN WAY WATER SYSTEM CONSOLIDATION PROJECT
RECOMMENDATION: It is recommended by Santa Rosa Water and the Transportation and Public Works Department that the Board of Public Utilities, by motion, recommend that City Council approve the appropriation of Expedited Drinking Water Grant funding from the State Water Resources Control Board for the Robin Way Water System Consolidation Project.

REPORT - RECOMMENDATION TO ADOPT PROPOSED ORDINANCE AMENDING SANTA ROSA CITY CODE CHAPTER 14-21 WATER WASTE REGULATIONS
BACKGROUND: The City’s Water Waste Regulations, first adopted in 1999 and last revised in 2023, defines water waste and authorizes customer notification, penalties and potential water service disconnection in cases of unaddressed violations. Since the Regulations were last revised, California Assembly Bill 1572 was signed into law in 2023 prohibiting the irrigation of nonfunctional turf with potable water at certain property types and establishing compliance timelines, including a mandate that local water providers codify the regulatory prohibition by January 1, 2027, and thus necessitating an update to the Water Waste Regulations. Staff are requesting that the Board of Public Utilities recommend to the City Council the approval of an ordinance that would institute proposed changes to the City Code Water Waste Regulations.
RECOMMENDATION: It is recommended by the Water Conservation Subcommittee and Santa Rosa Water that the Board of Public Utilities, by resolution, recommend that City Council adopt the proposed ordinance amending Santa Rosa City Code Chapter 14-21 Water Waste Regulations to include clarifying definitions, a prohibition on irrigating nonfunctional turf with potable water, compliance deadlines by affected property type, and other clarifying changes.
REPORT - ACCEPTANCE OF THE SANTA ROSA STORM DRAIN MASTER PLAN
BACKGROUND: The Storm Drain Master Plan evaluates the condition and capacity of Santa Rosa’s stormwater infrastructure to better understand risks to public safety, property, and critical infrastructure; identifies flood-mitigation strategies; and proposes potential strategies to close a funding gap. The study includes assessment of the City’s 340 miles of public storm-drain pipe and nearly 17,000 storm-drain structures that make up the drainage system. The plan will help the City evaluate, prioritize, and identify funding for projects that most effectively reduce flooding impacts to existing properties while supporting future development throughout Santa Rosa. By improving understanding of the storm-drain system, the Master Plan will provide essential guidance for protecting life, health, safety, property, and public infrastructure.
RECOMMENDATION: It is recommended by the Water Department that the Board of Public Utilities, by resolution, accept the Storm Drain Master Plan.
