The Santa Barbara County Board of Supervisors currently provides in-person participation as well as remote participation until further notice.
Board members and the public may participate from the County Administration Building, Board Hearing Room, Fourth Floor located at 105 East Anapamu Street in Santa Barbara or the Joseph Centeno Betteravia Government Administration Building Board Hearing Room located at 511 Lakeside Parkway in Santa Maria.
The following methods of participation are available to the public:
1. You may observe the live stream of the Board meetings in the following ways:

2. If you wish to provide public comment, the following methods are available:
- Distribution to the Board of Supervisors - Submit your comment via email prior to 5:00 PM on the day prior to the Board meeting. Please submit your comment to the Clerk of the Board at: sbcob@countyofsb.org. Your comment will be distributed to the Board and posted online. Whether the comment is formally part of the record depends on the agenda item it is submitted for and its length and time of submittal as set out in Board Resolution 91-333 (Land Use). For planning, zoning and subdivision hearings, submissions more than one page in length must be filed with the Clerk no later than 12:00 PM on the Friday before the Board hearing unless the Board by motion and 4/5 vote determines to accept a late submission.
- Attend the Meeting In-Person - Individuals are allowed to attend and provide comments in-person at the locations noted above.
- Attend the Meeting by Zoom - Individuals wishing to provide public comment remotely can do so via Zoom by clicking the below link to register in advance.

HEARING - Consider recommendations regarding a Public Hearing for Impacts to Medical Services provided by the County of Santa Barbara, as follows:

a) Conduct a public hearing to discuss the closure, elimination, or reduction of medical services provided by the County of Santa Barbara;
b) Designate County Health to provide a 24-hour information service that can give eligible people immediate information on the available services and access to them, and to receive and respond to complaints from individuals eligible for services under Health and Safety Code Chapter 2.5 (sections 1440-1498); and
c) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)[5], finding that the actions consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.

Acting concurrently as the Board of Supervisors, County of Santa Barbara; the Board of Directors, Fire Protection District; the Board of Directors, Flood Control and Water Conservation District; the Board of Directors, Laguna County Sanitation District; the Board of Directors, Water Agency and other special districts under the supervision and control of the Board of Supervisors:
a) Receive, consider, and file the Fiscal Year 2026-2027 Recommended Budget, which includes the County’s General Operating Budget as well as budgets of special districts
governed by the Board of Supervisors;
b) Approve County Executive Officer (CEO) recommended adjustments and final budget adjustments to the Fiscal Year 2026-2027 Recommended Budget;
c) Adopt the Resolution of the Board of Supervisors entitled In the Matter of Adopting the Budget for Fiscal Year 2026-2027;
d) Delegate authority to the Chair of the Board to execute single-year renewals of grants and contracts previously approved by the Board and included in the Fiscal Year 2026-2027 Recommended Budget, where contract amounts are within 10% of previously contracted amounts;
e) Receive the draft salary resolution, direct any specific changes made during the June 2026 budget hearings, and adopt that amended salary resolution, which updates
job classifications and department position allocations to include positions approved by the Board of Supervisors during the Fiscal Year 2026-2027 Budget Hearings to be effective July 1, 2026, and salaries effective July 6, 2026;
f) Adopt position changes previously approved by the CEO during Fiscal Year 2025-2026 under Board Resolution 99-486; and
g) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(4) that the above fiscal activities are not a project subject to CEQA.

b) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)[4], finding that the actions are governmental funding mechanisms and/or fiscal activities that will not result in direct or indirect physical changes in the environment.

The schedule shown is an estimate for planning purposes. Items may be heard earlier or later than listed on the Agenda. Departmental presentations not completed on Tuesday, June 16, 2026 may be continued to a later date. If Budget Hearings are continued, the Board of Supervisors may discuss, or discuss again, budget items for any County Department, County Function or Special Issue previously discussed.
Persons may address the Board at the conclusion of each Functional Group presentation.
Please refer to page two (2) of this Agenda for details regarding current methods of participation. Matters not listed on the Agenda or of a general nature may be addressed during the Public Comment Period at the beginning of each day's hearing. Additionally, pursuant to Government Code Section 29082, each department has an opportunity to address the Board regarding their recommended budget. At the Board's discretion, departments may be asked to respond to questions regarding their recommended budget or make a formal departmental update. Staff will be available from each Department to respond to questions and to provide information as requested by the Board.
