City Council adopts Mission Bay Park EIR, water plans, land‑use and fee updates; confirms FY 2027 assessment levies

San Diego City Council (May 11, 2026) — Eight Councilmembers present; Councilmember Henry L. Foster absent. Council returned the Pavement Management Plan annual update to staff, certified a Programmatic EIR and adopted implementation actions for the Mission Bay Park Improvements Program, confirmed FY 2027 budget reports and levied assessments for specified Parking and Business Improvement Areas, adopted the 2025 Urban Water Management Plan and 2025 Water Shortage Contingency Plan (and declared a CEQA exemption), introduced multiple Land Development Code amendments and fee increases, and adopted several land‑use and fee measures including ADU density fee changes, a Vehicle Miles Traveled (VMT) buy‑out fee, and amendments to the General Plan and Downtown Community Plan. Non‑agenda public comment was partially trailed to May 12. City Clerk Fuentes announced a ballot drop box at City Hall in partnership with the County Registrar of Voters and noted voter registration information and deadlines.
