Environment Committee minutes — April 16, 2026: water plans adopted; multiple utility and environmental code actions recommended

The Environment Committee met April 16, 2026. Chair Sean Elo-Rivera and Committee Member Joe LaCava were present; Vice Chair Jennifer Campbell was absent. The committee approved consent items including meeting minutes, an agreement for trench restoration materials, emergency water storage policy update, industrial wastewater code amendments, and creation of a third franchise compliance review committee. The committee recommended Council approval of the 2025 Urban Water Management Plan and 2025 Water Shortage Contingency Plan, amendments to Municipal Code Chapter 6 Article 7 Division 38, and the Mission Bay Park Improvements Program. Two informational reports (Public Power Feasibility Study Phase II and SDG&E franchise/audit reports) were received. Numerous public commenters addressed cigarette butt/tobacco waste, stormwater funding, modular wetlands, Chollas Creek loan, and cannabis production impacts. Committee comments noted SeaWorld will replace fireworks with a drone show.
