Adoption of Ordinance No. MC-1655 (Annexation 51) (Ward 6) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Ordinance No. MC-1655 amending Ordinance No. MC-1522 and levying special taxes to be collected during Fiscal Year 2025-2026 to pay the annual costs of the maintenance and servicing of landscaping, lighting, streets, drainage and a reserve fund for capital replacement, and administrative expenses with respect to City of San Bernardino Community Facilities District No. 2019-1 (Maintenance Services).

Authorization to Proceed with Street Vacation of a Portion of Parley Ave (Ward 6) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize staff to proceed with an investigation and analysis for the proposed vacation of a portion of Parley Ave.

Health Benefits Plan Year 2026 (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the City’s health benefit plans for plan year 2026 and authorize the City Manager to execute any agreements necessary to effectuate the medical, dental, vision, life, short and long-term disability, and other ancillary and voluntary plans that the City offers as part of its benefits package to employees.

Security Alarm Program – Fee Exemptions and Master Fee Schedule Update (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-390 to: Exempt all City-owned or operated buildings and departments from annual security alarm system permit fees, while maintaining compliance with registration and other ordinance requirements; and Amend the City’s Master Fee Schedule to provide written eligibility criteria for the low-income resident security alarm system permit fee.

Approval Amendment No. 1 to the Agreements with Espinoza Electric, dba Quality Electric and Horizon Lighting for Street Light Maintenance and Related Services (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: Approve Amendment No. 1 to the Maintenance Services Agreement with Espinoza Electric dba Quality Light & Electrical, Inc. to increase the not-to-exceed amount from $750,000.00 to $3,750,000.00 and clarify that the total contract value reflects the cumulative amount for the full five-year term, including the initial term and all option years, in accordance with the compensation provisions of the Original Agreement. Approve Amendment No. 1 to the Maintenance Services Agreement with Horizon Lighting to increase the not-to-exceed amount from $750,000.00 to $3,750,000.00 and clarify that the total contract value reflects the cumulative amount for the full five-year term, including the initial term and all option years, in accordance with the compensation provisions of the Original Agreement. Authorize the City Manager to execute all related documents necessary to effectuate these amendments.

Approve Amendment No. 1 to the Maintenance Services Agreement with Yunex LLC for Traffic Signal Intersection On-Call and Emergency Repair Services (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: Approve Amendment No. 1 to the Maintenance Services Agreement with Yunex LLC to extend the term of the agreement from June 30, 2025, to June 30, 2026; and increase the not-to-exceed amount from $600,000 to $3,000,000 and clarify that the total contract value reflects the cumulative amount for the full term, including the initial term and all option years, in accordance with the compensation provisions of the Original Agreement; and Authorize the City Manager to execute all related documents necessary to effectuate these amendments.

Approving Amendment No. 3 to Cooperative Agreement No. 22-1002720 with the San Bernardino County Transportation Authority (SBCTA) in the amount of $65,382, for the State Route 210/ Waterman Avenue Interchange Project (Ward 7) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-391: 1. Authorizing the Director of Finance and Management Services to amend the State Route 210/Waterman Avenue Interchange Project budget and the Fiscal Year 2025/26 Capital Improvement Program (CIP) budget in the amount of $65,382. from the Measure I Fund, for a total not-to exceed amount of $2,014,316 and; 2. Authorizing the City Manager to execute Amendment No. 3 to Cooperative Agreement No. 22-1002720 with the San Bernardino County Transportation Authority (SBCTA) for the State Route 210/Waterman Avenue Interchange Project, increasing the City’s not-to-exceed contribution by $65,382 for a total not-to-exceed amount of $2,014,316 and; 3. Authorize the City Manager or designee to expend the contingency fund in the amount of $12,776, if necessary, to complete the project.
