Amending the 2026 spending budget in the Department of Public Works Recycling Operations, Organized Trash Operations, and Fleet Services accounting units for a Fleet technician to assist with the Solid Waste Fleet expansion, in the amount of $120,677.
Authorizing the City to enter into a lease agreement with the Board of Water Commissioners for the Saint Paul Police Department's use of Highland Water Tower No. 3 for communications equipment.
Declaring a hardship to satisfy a petition requirement for a proposed vacation of right-of-way adjacent to the property at 779 Lexington Parkway South.
Establishing the rate of pay for the classification of GIS Supervisor, EG 09, SPSO, Grade 019.
Authorizing the acceptance of $50,000 from the Minnesota Pollution Control Agency’s Local Climate Action Implementation Grant Program, which will be matched with $25,000 in City funds, for energy efficiency upgrades at the Solid Waste & Recycling Facility; and authorizing the execution of a grant agreement (which includes an indemnification clause).

ORDINANCES
An ordinance is a city law enacted by the City Council. It is read at three separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Pioneer Press. Public hearings on ordinances are generally held at the second reading.
First Reading
Amending Title IV of the Saint Paul Administrative Code to add Chapter 92, titled Tree Preservation for City Sponsored Construction Projects.

Approving the application of District Energy St. Paul for a sound level variance in order to present amplified sound for a District Energy Boiler Testing event on June 29 through July 3 and July 6 through July 10, with the potential addition of July 11 through July 17, 2026, at 125 Shepard Road.
Authorizing the Police Department to amend the financing and spending plans in the Police Department grant fund.
Approving the application of Rondo Ave., Inc. for a sound level variance in order to present amplified sound for Rondo Days Festival event on Saturday, July 18, 2026, at 271 North Mackubin Street - outside Martin Luther King Recreation Center.
