Establishing two (2) new projects through the Neighborhood STAR Year-Round Program as adopted via City Council Resolutions 25-1561 and 25-1574, and returning funds from completed projects back to the Year-Round STAR program.

Amending CDBG Project Budgets: $3,000.00 of additional funding for 1050 Payne Ave (Eastside Pizzeria).

Requesting a variance from Minnesota Municipal State Aid Rules for the St. Anthony/Rondo Avenue Mill & Overlay Project from Snelling Avenue to Marion Street.

Authorizing the City to enter into an agreement with Ramsey County for Right of Way acquisition on Ramsey County’s Jackson Street Project.

Authorizing the Department of Safety and Inspections to apply for a grant in the amount of $75,000 from the Minnesota Department of Labor and Industry, to participate in the 2026 Building Official Training (BOT) grant program.

Preliminary Order setting the date of Public Hearing for December 10, 2025, to consider approval of the 2026 Ivy/Birmingham Residential Mill and Overlay Project (Project MO2602, Asmt 265501).

Authorizing the Police Department (SPPD) to enter into a one-year lease agreement with the University of Minnesota which includes an automatic renewal option.

Authorizing the City to apply for $298,000, with no match required, from the Minnesota Department of Commerce's Microgrids at Community Lifeline Facilities grant program for Oxford Community Center.

Requesting approval of a Third Amendment to the lease between the City and Board of Water Commissioners for the Police Department's use of Board-owned property for the K-9 facility and training.

Authorizing the City to enter into a joint powers agreement with Ramsey County Geographic Information Systems for governmental units interested in using geographic systems and data created and maintained by Ramsey County.

Approving the Legislative Hearing Officer's recommendation, with conditions, for the application submitted by the University of St. Thomas (License ID #20110002908), d/b/a same, to add an Entertainment (B) license and expand liquor service areas under the existing Liquor On Sale - 291 or More Seats license, located at 2115 Summit Avenue.

Authorizing the Department of Parks and Recreation to apply for $500,000 from the State Park Road Account Grant Program for the Crosby Farm Road Reconstruction project.

Approving the Legislative Hearing Officer's recommendation, with conditions, for the application submitted by Aubergine Hospitality LLC (License ID#DSIBLLIQ-000182-2025), d/b/a Restaurant Aubergine, for Liquor On Sale - 100 seats or less, Liquor On Sale - Sunday, and Liquor Outdoor Service Area (Patio) licenses, located at 525 Selby Avenue.

Directing the Department of Safety and Inspections to revoke the Liquor On-Sale 291 or More Seats, Liquor On-Sale Sunday & Entertainment (B) license against White Dragon Catering Inc. d/b/a White Dragon Hall LLC (License ID #20210000632) for the premises located at 1600 White Bear Avenue North, Unit C.

Establishing the membership of the City/Council Comprehensive Reparations Harm Report RFP Review Committee (“Committee”) to review proposals received from the City/Council Comprehensive Reparations Harm Report RFP.

Approving the minutes of the Saint Paul City Council meetings of August 1, 6, 13, 20, and 27, 2025.

Approving the Memorandum of Agreement for the 2025 Revised Wage and Fringe Adjustment between the City of Saint Paul and the North Central States Regional Council of Carpenters.

FOR DISCUSSION

Authorizing the City to enter into a Memorandum of Understanding with MnDOT regarding the reconstruction of Robert Street between Annapolis Street and Kellogg Boulevard.

Granting Municipal Consent for the MnDOT project to reconstruct Robert Street from Annapolis Street to Kellogg Boulevard, including the reconstruction of the viaduct south of Cesar Chavez Boulevard (State Project No. S.P. 6217-50).

Honoring Saint Paul Veterans on Veterans Day, November 11th, 2025.

Honoring City Clerk Shari Moore for nearly four decades of dedicated public service to the residents of Saint Paul.

Final Adoption

Amending Chapter 74 of the Legislative Code by enacting a new section designating the Theodore Hamm Brewing Company Heritage Preservation District as a Heritage Preservation Site.

First Reading

Creating Chapter 420 of the Legislative Code establishing regulations for the registration of cannabis and hemp businesses, creating Chapter 420A of the Legislative Code establishing a permit requirement and process for temporary cannabis events, and amending section 310.01 to add a definition for “Cannabis Fees”.

Amending Chapter 170.02 of the Legislative Code to allow the Director of Parks and Recreation to adjust the hours of certain parks to accommodate for park use during the 2025 World Junior Hockey Championship.

Amending Section 106.01 of the Legislative Code to allow businesses in the Downtown Entertainment District to temporary allow items in the right-of-way without a sidewalk-use permit during the 2025 World Junior Hockey Championship.

Amending section 293.02(d) of the Legislative Code to remove the requirement for a sound level variance in the Downtown Entertainment District during the 2025 World Junior Hockey Championship.

Amending section 409.08 of the Legislative Code to allow holders of Liquor Licenses issued under section 409 to apply for extended service of alcoholic beverages until 2:00 a.m. during the 2025 World Junior Hockey Championship.

Amending section 55.04(a) of the Legislative Code to simplify the requirement for a temporary structure permit during the 2025 World Junior Hockey Championship.

Creating Chapter 297 of the Legislative Code prohibiting the use and placement of virtual currency kiosks within the City.

Amending the HOME 2025 general ledger budget to reflect the program income amount in the 2025-26 HUD Consolidated Plan-Annual Action Plan of $206,225.38 and amending the HOME project budgets to reflect the 2025 HOME spending of $1,629,610.90.

Approving the petition of Via Yang, property owner at 1656 Wilson Avenue, to vacate the abutting north-south alley right-of-way, from Wilson Avenue to Old Hudson Road.

Authorizing the Fire Department to enter into a joint powers agreement with the State of Minnesota through its State Fire Marshal Division to receive funds for the Minnesota Air Rescue Team ("MART") and amend the financing and spending plans in the Fire Department in the amount of $500,000 to pay for training and equipment.

Amending the financing and spending plans in the Fire Department in the amount of $4,500 from the Minneapolis Fire Department.

Amending the financing and spending plans in the Fire Department in the amount of $7,014.23 for the reimbursement from Rosenbauer.
