Amanda acknowledged the Briggs Mansions was recently demolished and suggested a motion to dismiss. A MOTION was made by Commissioner Benedict to DISMISS the request for Local Landmark Designation for 1244 East State Street (Briggs Mansion) based on the criteria presented pursuant to Section 113-34 (a) (2) and Section 113-34 (a) (3) of the City of Rockford Historic Preservation Ordinance. The MOTION was SECONDED by Commissioner Olafson and CARRIED by a vote of 6-0.

COMMUNICATION AND STAFF REPORT
Mr. Capovilla updated the HPC that we received a new landmark application for the former A&E Tool and Gauge Company at 1202 Eddy Avenue. Mr. Capovilla said it would get set for July 14th meeting. Mr. Capovilla mentioned that the city has been pursuing violations on this property and commented on the condition of the property.

Otis Eddy Homestead at 2520 North Main Street Marcus Walsh, with preservation Rockford company, provided a presentation on the historical signa face of the Otis Eddy Homestead and Otis Eddy. Dave Burns, resident, spoke before the HPC to endorse the Otis Eddy Homestead. Mr. Burn expressed support for preserving more properties in the City of Rockford. Commissioner Becker also provided a presentation on the Otis eddy property. Commissioner Becker mentioned the historical significance of the main residential and accessory structures. Commissioner Becker also provided a brief history on Otis Eddy and his influence and legacy on Rockford’s history. Commissioner Becker then summarized the history of the property itself. Commissioner Becker mentioned the Otis eddy homestead is one of the few well preserved historical homes on Rockford’s north west side. Commissioner Benedict asked Amanda for clarification on the what this property nomination entails. Commissioner Benedict mentioned the HPC does not know who currently owns the property. Scott Capovilla, Planning and Zoning Manager, clarified the new owner is aware of the nomination and explained next step if the HPC votes to approve the landmark application. Mr. Capovilla and the HPC further discussed the process and implications of landmark status. Mr. Capovilla and Commissioner Benedict discussed if they owner is in support of the nomination. Commissioner Benedict stated he will not support the landmark application unless the owner supports the landmark designation. Commissioner Olafson mentioned this nomination can be tabled. Commissioner Hoeft asked if this is a residential or commercial building. Commissioner Becker and Mr. Capovilla clarified that it currently zoned as commercial. The HPC discussed the existing buildings on the property. Commissioner Olafson suggested that they should table this item to allow more to gather information. A Motion was made by Commissioner Olafson to APPROVE/DENY/LAYOVER the request for Local Landmark Designation for 2520 North Main Street (Otis Eddy Homestead) based on the criteria presented pursuant to Section 113-34 (a) (2) and Section 113-34 (a) (3) of the City of Rockford Historic Preservation Ordinance. The Motion was SECONDED by Commissioner Benedict and CARRIED by a vote of 5-0-1 Commissioner Becker abstained.
