PUBLIC HEARINGS
PLANNING CASE PR-2025-001773 (CUP): Proposal by Gina Gibson of Gibson Land Consulting to consider a Conditional Use Permit to permit the establishment of a daycare facility (Cherry Blossom Day Care) within an existing building and a proposed 960 square foot detached modular building. The 0.55-acre project site is developed with a 4,771 square foot building previously operated as an assembly of people – non-entertainment use, located at 3481 Prospect Avenue, situated on the north side of Prospect Avenue between Olivewood Avenue and Orange Grove Avenue, in the DSP-PPO – Downtown Specific Plan - Prospect Place Office District. The Planning Division of the Community & Economic Development Department has determined that the proposal is exempt from the California Environmental Quality Act (CEQA) review pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines, as the project will not have a significant effect on the environment. PLANNING CASE PR-2025-001785 (CUP, DR, PCORN): Proposal by Jasmin Patel of Pragat Laxmi Corp to consider the following entitlements for the establishment of a bottle shop and bar within an existing 40,791-square-foot retail building: 1) Conditional Use Permit for the proposed off-sale (bottle shop) and on-sale (bar) of alcohol; 2) Design Review of Project Plans; and 3) Public Convenience or Necessity for and overconcentration of off-sale alcohol licenses in Census Tract 311.00. The 1.86-acre project site consists of two contiguous parcels and is located at 6499 Magnolia Avenue, situated on the southwest corner of Magnolia Avenue and Beatty Drive, east of Brockton Avenue, in the MU-U-SP – Mixed-Use – Urban and Specific Plan (Magnolia Avenue) Overlay Zones, in Ward 3. The Planning Division of the Community & Economic Development Department has determined that the proposal is exempt from the California Environmental Quality Act (CEQA) review pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines, as the project will not have a significant effect on the environment.
