DEPARTMENT OF PUBLIC WORKS
To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Standard Project Administration Agreement between the City of Richmond and the Central Virginia Transportation Authority for the purpose of administering the Diamond District Transportation Infrastructure Project.
To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $275,000.00 from the Virginia Transit Association and to appropriate the increase to the Fiscal Year 2025-2026 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Public Works’ Shared Mobility Special Fund by $275,000.00 for the purpose of funding a Free Rides to Work program.
To designate the 1000 block of East Clay Street in honor of Bill Martin.
To designate the 2300 block of Rosewood Avenue in honor of James “Jimmy Lee” Bracey.
To amend City Code § 27-197, concerning parking prohibitions in specified places, for the purpose of clarifying the definition of the term “bicycle lane” and authorizing certain emergency medical services providers to move vehicles from prohibited areas.

Upon the Chair’s request, Assistant City Clerk Nahdiyah Muhammad provided information on the appropriate way to evacuate the Council Chamber in an emergency along with public speaker guidelines.
There were no amendments or corrections to the minutes of the March 17, 2026 committee meeting, and the minutes were approved as presented.
