1A. Executive Summary Per Chapter 3, Section 3.03, Rules of Procedure and Decorum of the Richfield Charter, Council has discretion in determining its own rules and order of business at regular meetings. At the April 8, 2025, Council Meeting, Council directed staff to update the order of business items within the Council Agenda. It was recommended the Richfield Charter Rules of Procedure and Decorum, Agenda Section 5, Subd. 3 Order of Business at Regular Meetings section be updated to reflect the changes made to the order of business items. This update coincided with the City's new agenda management software platform, and formatting of the Council Agenda and staff reports. Staff was also directed to update pertinent information within the Rules of Procedure and Decorum document and provide a redlined version to be considered for approval by resolution at a future Council meeting. The proposed update would ensure the Rules of Procedure and Decorum are consistent with applicable laws and practices of the City Council. 1B. Historical Context The Richfield City Council Rules of Procedure and Decorum were approved by the City Council on July 23, 2001. The City Council Rules of Procedure and Decorum were last updated and adopted via Resolution, by the City Council on February 28, 2017. The Council Rules of Procedure and Decorum were updated on: December 10, 2001; May 8, 2007; May 27, 2008; and Feb 28, 2017. Approved changes to the Order of Business section included the following updates at the April 8, 2025 meeting: Moved Approval of Agenda to Item 3 after Call to Order (Item 1), and Pledge of Allegiance (Item 2). Moved Approval of Minutes to Item 4 after Approval of Agenda (Item 3). Re-titled Presentations item to Presentations and Proclamations and moved to Item 5 after Approval of Minutes (Item 4).
