1. LaTasha Love - Inland Empire Tenants Union of San Bernardino. She is looking to start a tenants union in RIalto to help tenants enforce their rights.
2. Shante Marshall, homeowner and advocate for children with disabilities. Her son is a special needs youth with a documented education plan. Due to important information not communicated, her son spent 2 months in juvenile detention and an additional 6 months in placement. Families with special needs children deserve a system that communicates properly and investigates thoroughly and make decisions based on accurate information.
Motion by Council Member Carrizales, second by Council Member Montoya and carried by a 5-0 vote to approve the Consent Calendar.

Mayor Baca stated the City has not had a Parks Master Plan in 15 years and it makes it difficult for Parks & Recreation to have direction and what the priorities are of the City Council.
Council Member Montoya stated he agrees they need a Parks Master Plan and haven't had one since 2010. However he does agree with Council Member Carrizales and look into other options and not always so freely get consultants at nearly $200,000 a piece. They should look at doing something like that in the future and have a discussion on how they can go about that. Staff can use AI and they know those locations and they use their own various resources here within our own government agency.
Motion by Council Member Perez, second by Mayor Baca and carried by a 3-2 vote to approve TAB 3. Mayor Pro Tem Scott and Council Member Carrizales voted No.

Council Member Carrizales stated with AI growing by leaps and bounds, he would like to see staff to starting using those tools to not only engage with the entire City Council. The information the consultant will provide us is already out there and they are putting it into a package for them to make a decision. They could make those decisions with AI with the input from the City Council. He would like to have a further discussion on how they can use AI to help them with this now but to help them in the future to have a living growing document that constantly get updated as time goes by. The City Council will have the opportunity to add things as they come into new resources or a lack of resources. He asked if they can table the item for now and look into the possibility of a hybrid model with all the data that will be entered for this Parks Master Plan.
City Attorney Vail stated that AI is not his expertise and the City is working on an AI Use Policy and what Council Member Carrizales is asking is beyond the policy.
Mayor Pro Tem Scott and the representative from Michael Baker in the process of developing a Master Plan do they currently use AI?
Representative from Michael Baker stated they use it to enhance or generate initial ideas. What you don't get with AI is the in- personal community engagement. They do field work, visiting all the parks to understand the current conditions. AI can help them be more efficient and check their work but it doesn't have that capability to have that in-person with the community or the field work. they still need to use their own tools and review everything themselves.
Mayor Pro Tem Scott stated there is some validity to what Council Member Carrizales is saying, they should try to be a leader in their region to integrate AI with this Master Plan. He is not opposed to holding this over to allow him to have some meetings or any other Council Members, with Michael Baker and Director Alvarado. He thinks they do need a Master Plan, its a splendid idea.
