This meeting was called by the presiding officer of the Rialto City Council in accordance with the provisions of Government Code §54956 of the State of California.

Donna Monjaraz - expressed her appreciation to Officer Dion Gary for patrolling the area where there is a concern of speeding drivers.
Steve Figueroa - Hispanic Coalition of Small Businesses - expressed gratitude to the good people who came out and helped the Vista View Apartment fire victims.
Frank Montes - Hispanic Coalition of Small Businesses - thanked all those who showed support and empathy to the Vista View Apartments fire victims. He expressed they need monetary help to continue to assist the victims of the fire.
Ana Gonzalez - CCAEJ - asked the City Council to Declare a Local State of Emergency to protect the fire victims of the Vista View Apartments.
Peter Densmorf - Cannon Management - they are diligently trying to get alternate housing for the fire victims of the Vista View Apartments. He thanked City officials and all those who came out and assisted.
Vladimir Reyes - resident of Vista View Apartments - he is asking for the Mayor and City Council to Declare an Emergency so they can access resources.
Claudia Olaya - resident of Vista View Apartments for 10 years - The help is running out. Please give them the access to the resources they need so they don't have to live on the streets.
Elizabeth Banuelos - resident of Vista View Apartments - she asked for assistance to the resources they need so they don't live on the streets. Today was the last day for the Red Cross to help them and feed them.
Dora Cortez - resident of Vista View Apartments. the help from Red Cross is ending for the 16 families and she is asking City Council for help.
Jose Rocha - resident of Vista View Apartments - he thanked the Chief Jensen for recovering his son's ashes from the fire. He thanked the community and businesses who have helped. they need guidance and assistance on what they can do next.
Maykeline Moya - resident of Vista View Apartments - she is asking City Council to Declare a State of Emergency to support the residents in their grief.

Motion by Mayor Pro Tem Scott, Second by Mayor Baca and carried by a 5-0 vote to Establish a Disaster Relief Fund for the Vista View Apartments fire victims, to be managed by the City of Rialto; to create a starting budget of $100,000 and authorize staff to take measures to allow the community and businesses to contribute to that fund, and to create a claims process for to individuals to submit requests for funding; allow a refund in the event that apartment owners decide to issue a waiver or allow people to occupy rent free or advance the rent, they can reclaim that from the fund. Establish a "City" gofundme.com so its tied directly to the Disaster Relief Fund.
