Agreements with Wood Rodgers, Inc. and the Western Regional Council of Governments for the Design of the Holland Road Widening Project RECOMMENDED ACTION Approve and authorize the City Manager to execute a Professional Services Agreement (PSA) with Wood Rodgers, Inc. for the design and environmental services for the Holland Road Widening – Bradley Road to Haun Road Project, Capital Improvement Program (CIP) Project No. 25-04, for a total amount not-to-exceed $949,996.18 through December 31, 2026; and Approve and authorize the City Manager to execute the Transportation Uniform Mitigation Fee (TUMF) Program Reimbursement Agreement with the Western Regional Council of Governments (WRCOG) for a total amount not-to-exceed $4,279,000; and Adopt two budget amendment resolutions appropriating $595,000 in corresponding revenues within the TUMF Fund 2310 and expenditures within the Capital Projects Fund 4320 to the Project account.

Bid Award and Agreement with IK Consulting, LLC for On-Call Accela Implementation and Maintenance Support Services RECOMMENDED ACTION Award bid and authorize the City Manager to execute a Professional Service Agreement with IK Consulting for on-call Accela implementation and maintenance support services in a total not-to-exceed amount of $75,000, through June 30, 2026; and Authorize the City Manager to execute up to four one-year extensions, at the City’s discretion, in the not-to-exceed aggregate amount of $300,000; and Authorize the Finance Department to issue individual Purchase Orders (PO) on an as-needed basis against the executed agreements, not-to-exceed the aggregate agreement amount approved for each year.

Menifee Hills - Salt Creek Trail Connection Study Capital Improvement Program Project RECOMMENDED ACTION Amend the adopted Fiscal Year (FY) 2025/26 Capital Improvement Program (CIP) to include the Menifee Hills – Salt Creek Trail Connection Study (STY26-11); and Adopt a budget amendment resolution for the Trust Fund approving an increase in revenue and appropriation of expenditures in the amount of $125,000 (Transfer Out); and Adopt a budget amendment resolution to the Capital Projects Fund approving an increase in revenue (Transfer In) and appropriation of expenditures in the amount of $125,000 to account assigned by the Finance Department.
