Recommendations for Council action: DETERMINE that the proposed Twin Lakes Pump Station Pipeline Project (Project) is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Article 19, Section 15301 [Operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use] and Section 15303(d) [Construction of water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction] of the California CEQA Guidelines; and Article III, Section 1, Class 1(14) and Class 3(5) of the City CEQA Guidelines. AUTHORIZE the Department of Recreation and Parks (RAP) to: Approve the use of portions of the Chatsworth Park North and Chatsworth Park South for the installation, operation, and maintenance of water pipelines by the LVMWD as part of the Project.
