The service enhancements discussed and outlined in the body of the CIFD report dated April 26, 2024, attached to the Council file, represent a need for an increase of $6,230,809 in funding for Fiscal Year 2024-25, as shown in Table 1 of said CIFD report. This amount is in addition to the anticipated State of California Family Homelessness Challenge grant and HUD HOME-ARP funds already identified to strengthen the continuum of care for survivors. Further, the projected reduction of $6.5 million in Victims of Crime Act (VOCA) funding detailed in said CIFD report brings additional financial constraints to the vastly underfunded Survivor Services System. A total of $12.7 million in additional funding would need to be identified in order to both absorb the VOCA funding reductions and expand services for homeless survivors. Unless other funding sources are identified, approval of the recommendations in said CIFD report will impact the General Fund, in an amount to be determined by the Council and with the Mayor's concurrence.
