An Ordinance Amending Title IX, Chapter 99, of the Lombard Village Code in regard to Trees and Shrubs
A recommendation of the Public Works and Environmental Concerns Committee to amend Title IX, Chapter 99, of the Lombard Village Code in regard to Trees and Shrubs. Staff proposes an increased fee for tree planting and a more thorough explanation of the Ordinance. (DISTRICTS - ALL)
Ordinance Imposing a Temporary Moratorium on New Pet Shops With Dog Sales and Directing a Study and Preparation of Text Amendments
Recommendation from staff to approve an ordinance establishing a 120-day moratorium on new retail uses involving the sale of live dogs and allowing staff and the Plan Commission time to study and evaluate the land use impacts of these uses in order to prepare text amendments to Chapter 155 of the Village Code.

The Plan Commission submits its recommendation to approve the following actions on the subject property located within the R3 Attached Single Family Residence District:
1. Pursuant to Chapter 154 of the Village Code (the Subdivisions and Development Ordinance), approve a final plat of subdivision with the following companion variations:
a. For Lot 1, a variation from Section 155.408(E)(2) to allow a lot for a two-family dwelling with a width of 54 feet, where a minimum lot width of 60 feet is required; and
b. For Lot 2, a variation from Section 155.408(E)(2) to allow a lot for a two-family dwelling with a width of 54.72 feet, where a minimum lot width of 60 feet is required. (DISTRICT # 5)

FY2025 Manhole Rehabilitation Change Order No. 2
Reflecting an increase to the contract with Kim Construction Company, Inc. in the amount of $71,738.82. This Change Order adds forty six manholes to the contract. The additional repair work was generated from manhole inspections performed under the 2025 sewer televising contract. (DISTRICTS - ALL)

Highland Avenue Sewer Separation, Final Balancing Change Order No. 2
Reflecting an increase to the contract with John Neri Construction Company in the amount of $82,210.30. This Change Order includes field-measured quantities of existing pay items, two new authorized unit prices items and two force amounts. Changes were primarily related to poor soils both on South Chase Avenue and Division Street and a water main break during roadway reconstruction. (DISTRICT #5)

Placer.ai Location Analytics Platform Purchase
Request for a waiver of bids and, per the Economic and Community Development Committee (ECDC) recommendation, approve the purchase of a subscription for Placer.ai software, a location analytics platform. Placer.ai provides real-time mobility and foot traffic data that will provide informed data driven decisions to attract and retain business support, downtown activities, and evaluate development opportunities.
