First Amendment to the Disposition and Development Agreement with Pacific West Communities, Inc. Recommendation(s): 1. Approve the First Amendment to the Disposition and Development Agreement (DDA) with Pacific West Communities, Inc. for the development of residential units on one parcel located near K-8 and 15 th Street West, with affordability restrictions set for lower income households earning between 30% and 70% of the Area Median Income (AMI) for Los Angeles County, adjusted for household size. 2. Authorize the Executive Director, or his designee, to execute (i) the DDA in substantially the form presented, subject to nonsubstantive changes approved by the Executive Director and City Attorney; and (ii) all documents necessary or appropriate to complete the transaction. The proposed First Amendment revises Exhibit B, Section II of the DDA, increasing the maximum income limit for eligible households from 60% AMI to 70% AMI. All other provisions of the DDA remain unchanged.

Approve Extension to Exclusive Negotiating Agreement with Grupe Investment Company, Inc. Recommendation(s): 1. Authorize the Executive Director or his designee to negotiate, finalize and execute a second Extension to the original Exclusive Negotiating Agreement (ENA) with Grupe Investment Company, Inc. for an additional three-month period for the potential disposition of property owned by the Lancaster Housing Authority. No deposit will be required. 2. Authorize the Executive Director or his designee to negotiate, finalize and execute all related documents in a form approved by the City Attorney. Grupe is proposing to acquire approximately 12.9 acres of the property from the Housing Authority (depicted in Exhibit C of the subject ENA; the “Grupe Portion”), and thereafter, securing all necessary entitlements to redevelop the Grupe Portion with approximately 200 units of workforce for-sale housing (the “Grupe Project”).

Check Registers – October 12, through November 01, 2025 Recommendation(s): Approve the Check and Wire Registers for payments made October 12, 2025, through November 01, 2025, in the amount of $19,957,999.69 as presented. At each regular City Council Meeting, the City Council is presented with a check and ACH/wire registers listing the financial claims (invoices) against and paid by the City for the purchase of materials, supplies, services, and capital projects during the prior three to four weeks.

Samaritan's Purse Park Award of Playground Improvement Contract Recommendation(s): 1. Award the contract to improve the Samaritan’s Purse Park Playground to Playcore Wisconsin, Inc dba GameTime c/o Great Western in an amount not to exceed $1,314,124.33 plus a 9% contingency utilizing the OMNIA Partners cooperative purchasing process. 2. Authorize the City Manager, or his designee, to execute all contracts and associated documents, subject to City Attorney approval. The proposed award to Playcore Wisconsin, Inc., dba GameTime, c/o Great Western, will include the installation of modern, safe, and accessible play structures for ages 2-12. It will include features such as swing sets, multiple play features, and pour-in-place rubber surfacing, which will enhance safety and improve accessibility. These upgrades will benefit the community for years to come.

Kimley-Horn and Associates, Inc. Fourth Revised Task Order 1, for Multi-Year Professional Services for PWCP 20-005, SR 138 (SR-14) Avenue J Interchange Improvements (Phase II Caltrans Interchange) Recommendation(s): Approve Fourth Revised Task Order No. 1, for services in accordance with the Multi-Year Professional Services Agreement (RFQ 769-22), Service Group Category 1 – Roadway and Structures Engineering, with Kimley-Horn and Associates, Inc. (KHA), of Los Angeles, California, in the amount of $113,223.00, to provide construction support services during construction of SR‑138 (SR-14) Avenue J Interchange Improvements (Phase II – Caltrans Interchange); and authorize the City Manager, or his designee, to sign all documents. The PWCP 20-005, SR-138 (SR-14), Avenue J Interchange Improvements (Phase II – Caltrans Interchange) will install Phase II improvements, completing the local streets improvements that started in Phase I, as well as the freeway interchange improvements to add a northbound off-ramp at Avenue J, add a southbound on-ramp at Avenue J, and other lighting, signalization, landscaping, and interchange improvements.

Task Order for Multi-Year Professional Services (Service Group Category 1 – Roadway and Structures Engineering) Design Services for Lancaster Health District Phase 3 (formerly Medical Main Street) (Reference: PWCP 25-014) Recommendation(s): 1. Approve Task Order No. 7 for authorization involving design services to Kimley-Horn and Associates, Inc., (KHA) of Los Angeles, California, in accordance with the Multi-Year Professional Services Agreement for Lancaster Health District Phase 3 (formerly Medical Main Street) Design Services in the amount of $278,204.00; and authorize the City Manager, or his designee, to sign all documents. 2. Find the City has complied with the California Environmental Quality Act. A Notice of Determination was filed on June 08, 2021. The City of Lancaster is looking to complete Phase 3 of the Lancaster Health District (LHD) Infrastructure Improvements Project (Project). This phase of the Project will construct approximately 0.2 miles of new complete streets to alleviate the current burden to the existing arterial network, whilst providing necessary access to existing and proposed medical facilities.

Approval of Ordinance No. 1142 Amending the Lancaster Municipal Code Section 11.08.060 Annual Rent Increase Formula for Mobilehome Parks Recommendation(s): Adopt Ordinance No. 1142 amending the Lancaster Municipal Code, Title 11, Section 11.08.060, changing the annual mobilehome park rental increase calculation from the current formula of 60% of the Consumer Price Index (CPI) to an annual increase structure based on the annual CPI, at a minimum of 2.5% and a maximum of 3%. Although the current formula limits increases to 60% of CPI, it can still result in significant swings during periods of high inflation. The 2024 spike to 5.2% illustrates how sensitive the formula is to economic volatility. The proposed formula establishes a predictable range for annual rent increases that balances the needs of park owners and residents

Monthly Reports of Investments – October 2025 Recommendation(s): Accept and approve the October 2025 Monthly Report of Investments as submitted. Each month, the Finance Department prepares a report listing the investments for all separate entities under the jurisdiction of the City as identified in the City’s Comprehensive Annual Financial Report.

Approve Contract Amendment with Tip Top Arborists, Inc. for Professional Tree Maintenance and Management Services Recommendation(s): 1. Approve contract amendment with Tip Top Arborists, Inc., of Lancaster, CA, for professional tree maintenance and management services, for an estimated amount not to exceed $444,761.40 for contract year two (includes optional 5% CPI increase from year one). Year three and two optional one-year extensions remain approved as is with a maximum of 5% CPI increase on the base contract amount. 2. Appropriate $143,625.60 (includes 5% contingency) to account 10163000-5755 for additional work needed for Contract Year Two. 3. Authorize the City Manager, or his designee, to sign all documents. The safety concerns of the trees at the Lancaster National Soccer Center exceed what was originally allocated in the current contract and must be addressed immediately to preserve the health of the turf and patrons at this site. It is recommended that an amendment for the removal of the trees posing an issue is approved.

Amendment to Lancaster Municipal Code Chapter 9.55 — Vacant Residential and Commercial Property Compliance Program Recommendation(s): Introduce Ordinance No. [XXXX], amending and restating Chapter 9.55 of the Lancaster Municipal Code to establish a unified Vacant Property Compliance Program that sets registration, monitoring, and maintenance standards for vacant commercial properties, clarifies existing residential provisions, and authorizes registration and monitoring charges to recover the City’s inspection, enforcement, and compliance costs. Vacant properties—both residential and commercial—can negatively impact neighborhood stability, diminish property values, and create recurring public safety and code enforcement challenges. The City’s existing Vacant Property Ordinance (Chapter 9.55) currently provides a framework for managing unoccupied residential properties, but does not adequately address the growing number of commercial vacancies along key corridors such as Lancaster Boulevard, Avenue J, and Avenue I.

Annexation No. 3 Into Community Facilities District No. 2021-1 (Public Services) Recommendation(s): 1. Open the public hearing and receive public testimony and property owner protests for the proposed annexation territory into Community Facilities District No. 2021-1 (Public Services) and the authorization to levy a special tax within the proposed territory. 2. Adopt Resolution No. 2 5-XX an nexing territory to Community Facilities District No. 2021-1 (Public Services), authorizing the levy of special taxes and submitting levy of tax to qualified electors. 3. Adopt Resolution No. 25- XX decla ring results of a special annexation election, determining validity of prior proceedings, and directing recording of amended Notice of Special Tax Lien. The annexation territory, Stoneridge Ranch (the “Project”), proposed for annexation is owned by Southwood Limited and is generally located south of W Ave K-8, north of W Ave L., west of 52 nd St W., and east of 57 th St W. The Project includes the development of two hundred and fourteen (214) single-family residential units and four (4) lots utilized as basins.
