Authorize the City Manager in consultation with the City Attorney to negotiate and finalize terms and execute the final Joint Powers Agreement For the Westside School District Police Services Authority. On July 8, 2025, the City and Westside Union School District (District) entered into School Law Enforcement Services Agreement for School Resource Officer Program at the District’s schools located within the City of Lancaster’s boundaries. The District now desires to expand the scope of services to include schools throughout its jurisdiction through the creation of a Joint Powers Authority comprised of the City and the District.
