FIRST READINGS

Sponsor: Director of Neighborhood Services Department Approving contracts in the amount of $2,030,048.00 from previously appropriated funds in the Neighborhood Tourist Development Fund with various nonprofit organizations selected as part of the FY 2026-27 annual application cycle for the purpose of promoting neighborhoods and tourism through cultural, social, ethnic, historic, educational, and recreational activities. Neighborhood Committee recommends “Advance and Do Pass.”

Sponsor: Director of Neighborhood Services Department Amending Chapter 20, Code of Ordinances, by enacting a new Article II, entitled Kratom Retail License, for the purpose of regulating and licensing the sale of Kratom Products. Neighborhood Committee recommends “Advance and Do Pass.”

Sponsor: Director of City Planning and Development Department Rezoning an area of about 0.15 acres generally located at 3112 Flora Avenue from District R-1.5 to District R-0.5 to allow the property to be used as an accessory parking area for the property to the west. (CD-CPC-2026-00011) Neighborhood Committee recommends “Advance and Do Pass.”

Sponsor: Director of City Planning and Development Department Rezoning an area of about 3.5 acres generally located at southeast corner of North Broadway and Northwest Barry Road from District B1-1 to District B2-1 to allow for the establishment of a drive-through. (CD-CPC-2026-00024) Neighborhood Committee recommends “Advance and Do Pass.”

Sponsor: Director of City Planning and Development Department Approving the detachment of approximately 4.5 acres generally located at the northwest corner of N.E. 104th Street and N. Church Road in District R-80 from the corporate limits of the City of Kansas City, Missouri to permit subsequent annexation by the City of Liberty, Missouri. (CD-CPC-2025-00111) Neighborhood Committee recommends “Advance and Do Pass.”

Sponsor: Councilmember Kevin O’Neill Amending Chapter 60, Code of Ordinances, Sewers and Sewage Disposal, by repealing and replacing Section 60-32; amending Chapter 61, Stormwater, by repealing and replacing Section 61-20; amending Chapter 64, Streets, Sidewalks and Public Places, by repealing and replacing Section 64-4, all for the purpose of transferring certain permitting functions from the Water Services and Public Works Departments to the City Planning and Development Department; directing the City Manager to align employees and vacant positions as needed in accordance with carrying out the directives in this ordinance; directing the City Manager to provide monthly reports to the Neighborhood, Planning and Development Committee regarding progress of the transition; and providing for a delayed effective date. Neighborhood Committee recommends “Advance and Do Pass.”

Sponsor: Councilmember Melissa Patterson Hazley Authorizing the City Manager to reduce appropriations in the Capital Improvements Fund in the amount of $517,846.00; appropriating $517,846.00 from the Unappropriated Fund Balance of the Capital Improvements Fund; designating requisitioning authority; authorizing the City Manager to execute any necessary agreements to comply with the intent of this ordinance; and recognizing this ordinance as having an accelerated effective date. Neighborhood Committee recommends “Advance and Do Pass.”

HELD IN COMMITTEE

Sponsor: Councilmember Crispin Rea Amending Chapter 88, the Zoning and Development Code, by repealing Section 88-354, Marijuana Facilities, and enacting in lieu thereof a new section of like number and subject matter for the purpose of allowing marijuana dispensaries located at least 1,000 feet from residential zoning districts to operate 24 hours per day subject to approval of a special use permit.

Sponsor: Director of City Planning and Development Department Rezoning an area of about 0.2 acres generally located at the southeast corner of Troost Avenue and East 5th Street from District UR to District B2-2 to allow for an entertainment venue. (CD-CPC-2025-00160) Neighborhood Committee recommends “Advance and Do NOT Pass.”

Sponsor: Mayor Pro Tem Ryana Parks-Shaw Directing the City Manager to submit a response to the Missouri Department of Revenue’s Request For Proposals for license office operations; and directing the City Manager to develop a yearly funding plan in an amount not to exceed $750,000.00 for operational costs and report back to City Council in 30 days.
