Accepting and approving a grant award in the amount of $418,168.33 with Missouri Department of Health and Senior Services (“DHSS”) for maternal child health services and nurse home visiting; appropriating and estimating revenue in the amount of $418,168.33; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

Amending Chapter 88, the Zoning and Development Code, by repealing Section 88-354, Marijuana Facilities, and enacting in lieu thereof a new section of like number and subject matter for the purpose of allowing marijuana dispensaries located at least 1,000 feet from residential zoning districts to operate 24 hours per day subject to approval of a special use permit.

COMMITTEE SUBSTITUTE
RESOLUTION - Directing the City Manager to review current City practices pertaining to grant notifications for neighborhood associations, explore additional means of raising awareness of such grants and grant application trainings, identify potentially reliable funding options for such practices, review current City practices related to grant recipient selection, and report to Council on each of these tasks within 60 days; and to identify and report to Council within 30 days on potentially reliable funding options for the Neighborhood Empowerment Grant program for fiscal year 2026-2027.
