JOINT CONSENT CALENDAR
Recommended Action: It is recommended that the City Council approve the Draft Minutes from the Special meeting held Tuesday, April 21, 2026.
Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District.
Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District adopt Resolution No. 2026-08 accepting the public improvements for Tract 16591-2 located on the west side of Newcastle Avenue and south of Muscatel Street. (Applicant: Harris Homes Inc.)
Recommended Action: It is recommended that the City Council and Board Members of the Hesperia Water District authorize the City Manager to enter into a one (1) year agreement with D&H Water Systems for the purchase of calcium hypochlorite chlorine in the not-to-exceed amount of $100,485, which includes a 10% contingency.
Recommended Action: It is recommended that the City Council authorize the City Manager to enter into an agreement with Valew Quality Truck Bodies - 1954 MFG for the purchase of one (1) 2027 Mack MD642R water truck in the not-to-exceed amount of $119,883.
PUBLIC HEARING
Individuals wishing to comment on public hearing items must submit a speaker slip to the City Clerk with the numbered agenda item noted. Speaker slips should be turned in prior to an agenda item being taken up. Comments will be limited to five minutes for Public Hearing items. WAIVE READING OF ORDINANCES Approve the reading by title of all ordinances and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
Recommended Action: It is recommended that the City Council adopt Resolution No. 2026-02, denying appeal APP25-00003 and upholding the Planning Commission’s decision to adopt the Mitigated Negative Declaration (“MND”) associated with the approval of Conditional Use Permit CUP22-00016 and Tentative Parcel Map TPM24-00003.
Recommended Action: The Planning Commission recommends that the City Council adopt Resolution No. 2026-07 Approving Conditional Use Permit CUP24-00012 and adopting the associated mitigated negative declaration pursuant to the provisions of CEQA.
NEW BUSINESS
Recommended Action: It is recommended that the City Council/Board receive and file this staff report, which provides information about the current status of the City of Hesperia’s proposed operating budget for Fiscal Year (FY) 2026-27.
