CONSENT AGENDA - RESOLUTIONS:
A Resolution authorizing the Mayor to sign an Interlocal Agreement by and between the 34th Judicial District Attorney, the County of El Paso, Texas, and the City of El Paso, Texas for the reimbursement of up to $150,000.00 for the actual costs incurred and paid for by the City for testing narcotics and controlled substances for cases related to the Border Prosecution Unit/Texas Anti-Gang Center for the period of September 1, 2025 to August 31, 2027.
That the Mayor be authorized to sign an lnterlocal Agreement between the County of El Paso and the City of El Paso to submit a joint application to the Department of Justice under the 2025 Edward Byrne Memorial Justice Assistance Grant Program (JAG), for a total amount of$189,848.00. The funds received under the JAG program will be allocated 50% to the County of El Paso, $94,924.00, and 50% to the City of El Paso, $94,924.00. No cash match or in-kind is required.
A Resolution authorizing the Mayor to sign an Interlocal Agreement between the City of El Paso, El Paso Police Department, and the District Attorney of the 34th Judicial District, the attorney representing the State of Texas with felony jurisdiction in El Paso, Hudspeth and Culberson counties for the disposition of forfeited property in accordance with Chapter 59 of the Texas Code of Criminal Procedure.
Resolution that, Schedule C, attached to the FY 2026 Budget Resolution and effective September 1, 2025, is hereby amended, effective May 12, 2026, as set forth in Attachment A, to formally include the existing “AVI RFiD - Replacement Fee” and delete the “Tolls Charge, Empty Tractor, without Trailer, 2 or 3 axles - Pre-paid Fee” for the International Bridges Department.
A Resolution that the City Manager, or designee, is authorized to sign a Landscape Maintenance Agreement between the City of El Paso (“City”) and the State of Texas, acting by and through the Texas Department of Transportation (“State”), whereby the City agrees to maintain landscape improvements on US 54, a non-controlled access state highway, limited to the portions of US 54 from Kenworthy Street to FM 2529 (McCombs Street), and State agrees to install landscape elements, including but not limited to trees, shrubs, irrigation systems, and hardscape features.
A Resolution that the City Manager, or designee, be authorized to sign an Agreement for Professional Services by and between the City of El Paso and Consor North America, Inc. for a project known as “2025-0607R Architect and Engineering Services for Sun Valley Street Improvements Project” for an amount not to exceed $510,711.24.
A Resolution amending the adopted FY2026 Schedule C to include fees for auditing of third party plan review and inspections for commercial projects.

This action would allow us to comply with state law which requires approval by the legislative body of refunds of tax overpayments exceeding the three (3) year limit.

REGULAR AGENDA - MEMBERS OF THE CITY COUNCIL
Discussion and action on a Resolution authorizing the expenditure of District 1 discretionary funds, in an amount not to exceed $22,400.00, to fund solar lights to improve visibility for Parkhills Park and Cimarron Park # 2 for park users, serves the municipal purpose of enhancing and sustaining the community's safety and quality of life, fostering community pride, and aligning and implementing key investment strategies sustaining and enhancing park system operations and outdoor offerings. Further, that the City Manager or designee be authorized to use any remaining funds toward other City park projects within District 1 upon consultation and approval from the District 1 Representative, effectuate any budget transfers and execute any contracts and/or related documents necessary to ensure that the funds are properly expended for the municipal purpose, and return any unspent funds related to this project to the District 1 Discretionary Fund Account, with all such funds to be returned no later than December 31, 2026.
Discussion and action directing the City Manager, in coordination with the City Attorney, to: (1) prepare and present to City Council a comprehensive overview of Driving While Intoxicated (DWI) data in the City of El Paso within 45 days; (2) develop a citywide Anti-DWI Strategy and return to City Council with recommendations within 90 days; and (3) amend the City of El Paso's 90th Session State Legislative Agenda to include anti-DWI advocacy priorities.
