CRA Board directs staff to study paid-parking conversions and revenue options for Harbor CRA

At the August 18, 2025 Destin CRA Board meeting, members approved agenda changes and May 19 minutes, heard Harbor CRA Advisory Committee recommendations on parking and revenue, and voted to: 1) direct staff to evaluate converting non-paid parking within the Harbor CRA to paid parking (excluding sensitive areas); 2) direct staff to identify and explore viable revenue sources for the Harbor CRA so the advisory committee can function while the district carries debt; and 3) request the advisory committee provide a project priority list. Staff noted parking revenues are held in a special revenue fund and reallocation would require city council action; the Harbor CRA carries about $9 million in debt. Staff also reported work with LAZ Parking on enforcement and demand-based pricing strategies. The meeting was adjourned at 6:10 PM.
