A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall on Wednesday, November 5, 2025 at 12:02 PM.
President Louijeune in the Chair. Present Councilors Breadon, Coletta Zapata, Durkan, FitzGerald, Flynn, Mejia, Murphy, Pepén, Santana, Weber, and Worrell.
Father Federico Cinocca, Emmanuel College, delivered the invocation, and the meeting was opened with the pledge of allegiance.
The Chair moved to adopt the minutes from the October 29, 2025 City Council Meeting.
Motion prevailed.

APPROVAL OF THE OCTOBER 29, 2025 CITY COUNCIL MEETING MINUTES
COMMUNICATIONS FROM HER HONOR, THE MAYOR:
Councilor Santana called Docket #1951, message and order authorizing the City of Boston to accept and expend the amount of One Hundred Thousand Dollars ($100,000.00) in the form of a grant, for the Community Safety Initiative, awarded by the MA Executive Office of Public Safety & Security to be administered by the Office of Workforce Development. The grant will fund the City of Boston’s comprehensive strategy aimed at reducing gun, gang, and youth violence in the City, from the Committee on Public Safety and Criminal Justice.
No objection being heard, the matter was properly before the body.
On motion of Councilor Santana, the order was passed.
Message and order authorizing the City of Boston to accept and expend the amount of Twenty-Five Thousand Dollars ($25,000.00) in the form of a grant for the Harvard Public Service Fellow Grant, awarded by the Harvard Center of Public Service and Engagement Scholarship to be administered by the Mayor’s Office. The grant will fund the Harvard Public Service Fellow position in the Mayor’s Office supporting initiatives owned by the Partnership team.

Notice was received from the Mayor of the appointment of Bethany Moffi as a Member of the Boston School Committee Nominating Panel for a term expiring on November 3, 2027.

On the message and order, referred on August 6, 2025, Docket #1434, Ordinance codifying the Office of Youth Engagement and Advancement, the committee submitted a report recommending that the ordinance ought to pass in a new draft.
On the message and order, referred on October 22, 2025, Docket #1833, authorizing the City of Boston to accept and expend the amount of Ninety-Nine Thousand Four Hundred Seventy-Six Dollars ($99,476.00) in the form of a grant from the Pipeline Emergency Response Grant (PERG), awarded by the United States Department of Transportation to be administered by the Fire Department. The grant will fund training for emergency responders in high-consequence areas to protect people, property, and the environment from accidents involving gas or hazardous liquid pipelines, the committee submitted a report recommending that the order ought to pass.
