Housing Authority approves two ownership transfers and loan assumptions for Aston Avenue and Earle Street apartments; financial and pipeline updates provided
The Santa Rosa Housing Authority met November 24, 2025 (Council Chamber). Commissioners Owen (Chair), Downey (Vice Chair), Cappio, Smith and Wimmer were present; Commissioner Conte was absent. Staff presented the FY 2025/26 Q1 financial update and a pending development pipeline update for information. The Authority: (1) approved transfer of 623 Aston Avenue to Crosscourt Properties and the assumption of the Authority's Regulatory Agreement, Density Increase Agreement, and loans (principal $558,071) with loan term extended to June 2, 2061 (motion carried 5–0, Conte absent); (2) approved transfer of 400 Earle Street to Humanity Housing North Bay, assumption of the Regulatory Agreement and loans (principal $341,650) and subordination of Authority loans to a first mortgage (~$600,000) (motion carried 4–0 with Chair Owen abstaining, Conte absent). Draft minutes from October 27, 2025 were approved. Public commenter Fred Allebach spoke on tenant HAP adequacy and project affordability.
