Economic Development & Intergovernmental Relations Committee (Special) — April 16, 2026: lease approvals, live-entertainment safety, special-event parking code work, and HUD FY2027 plan
The Committee (Chair Raul Campillo; Vice Chair Kent Lee; Member Jennifer Campbell; Member Henry L. Foster III not present) met April 16, 2026. The Committee approved the March 4, 2026 minutes and recommended City Council approval of multiple airport lease actions (Clown Market and MYF entities), amendments to the Live Entertainment Worker Safety Ordinance, and the Draft FY 2027 Annual Action Plan and HUD allocations. The Committee also directed the City Attorney to work with Council District 7 to draft a Special Events section of the municipal code to change downtown special-event parking rates, geographic zone, and enforcement hours for future Council consideration. Non‑agenda public comment focused on concerns about proposed 2027 budget cuts to Arts and Culture, impacts on small businesses, smoke‑free outdoor dining, marijuana potency and behavioral health, Balboa Park parking and surveillance, and cost pressures for families.
