City Council adopts multiple consent items, authorizes public safety spending, and approves several paving projects
The Saint Paul City Council met January 28, 2026 (3:32 PM–5:27 PM). Council president Rebecca Noecker and six councilmembers were present; Councilmember Cheniqua Johnson was absent. The Consent Agenda was adopted as amended. Key actions included authorization of a joint powers agreement amendment for Emergency Solutions Grant administration with Ramsey County, multiple Police Department expenditure authorizations and grant acceptances, approval of several street paving/lighting projects, adoption of an ordinance renaming Animal Control to Animal Services, and assorted land use, licensing, and assessment actions. Several items were laid over or continued for later hearings.
