City Council (Olympia) — Nov 18, 2025: Housing and Climate chapters accepted; tax and budget items advanced
Council met Nov. 18, 2025 (7 members present). Consent items and several resolutions were approved, including regional climate mitigation agreement, CDBG CAPER, Armory Phase 1 funding amendment, and the 2025 Thurston County Hazardous Waste Management Plan. The Council approved a Councilmanic public safety sales tax ordinance (0.1%) and B&O tax code amendments, set 2026 regular and excess ad valorem taxes, and moved a B&O definitions ordinance to second reading. The Council declared a continuing public health emergency related to houselessness, held a hearing on the 2026 preliminary operating budget and related rates/fees, accepted the updated Housing Chapter and the Climate Action & Resilience Chapter of the Olympia 2045 Comprehensive Plan, advanced Missing Middle Housing code amendments to second reading, approved $30,000 for the Thurston County Food Bank, and postponed a closed session on labor negotiations to Nov. 25, 2025.
