Oakland Special Life Enrichment Committee (Nov 18, 2025) — budget amendment, grant renewals, early childhood contracts, Flex Streets ordinance, and disparities study update

The Special Life Enrichment Committee convened Nov. 18, 2025 (Chair: Councilmember Fife). Committee membership was present (Gallo, Fife, Wang; Houston joined via teleconference). The committee received an update on the Mason Tillman Associates disparities in contracting study and approved forwarding multiple items to the Dec. 2, 2025 City Council consent calendar: a FY2025-27 budget amendment to add one Cultural Affairs Manager FTE; renewal grant acceptances for the Senior Companion Program and Foster Grandparent Program (with required local match amounts); annual contribution agreements to the Youth Ventures JPA ($150,000/year for FY2025-26 and FY2026-27); a package of early childhood contracts and reimbursements (CCTR $3,345,812; CSPP $3,364,765 plus CPKS $32,500; CACFP approx. $260,000); and an ordinance amending O.M.C. section 8.62.100 to remove limits on public street closures for businesses through Dec. 31, 2026. The committee adjourned to a special full Council meeting at 5:17 p.m.
