Finance & Management Committee minutes — December 9, 2025: audit received, salary ordinance amendments, vendor contracts, RDA schedule approved
The Finance & Management Committee met December 9, 2025 at 9:30 AM in the City Council Chamber (Chair: Councilmember Janani Ramachandran). Members Brown, Unger, Wang and Ramachandran were present. The committee approved past minutes, accepted the schedule of outstanding items, received a performance audit of the Kids First Oakland Children’s Fund and forwarded it to the December 16 City Council consent calendar, approved multiple Human Resources salary ordinance changes (including adding Payroll Administrator and Procurement & Contracts Administrator classifications and raising the Senior Aide, PT rate from $16.89 to $20.00) and forwarded those items to the December 16 Council (non-consent). The committee approved contracts with HdL Software, LLC (five-year, not to exceed $1,670,000) and a professional services agreement with Francisco & Associates, Inc. (three-year, not to exceed $550,000) with amendments removing SLBE waivers, and approved the Recognized Obligation Payment Schedule for FY 2026–27 for transmission to oversight entities. An informational item on GO Bonds ratings was withdrawn and rescheduled to January 27, 2026. The meeting adjourned at 11:05 AM.
