OMNI CRA adopts $4.0M grant allocation, subordinates $2.8M forgivable loan, and accepts FY2025 audit

The OMNI Community Redevelopment Agency met April 23, 2026; meeting called to order by Chair Damian Pardo at 12:14 PM and adjourned at 12:22 PM. Present were Chair Pardo, Vice Chair Christine King, and Commissioners Miguel Angel Gabela, Rolando Escalona, and Ralph Rosado. The Board: approved the March 12, 2026 minutes; adopted Resolution CRA-R-26-0017 (allocating up to $4,000,000 in grant funds — contingent on issuance of the CRA’s Tax Increment Revenue Bonds, Series 2026 — for redevelopment assistance to Estella Lockette at 157 NW 17th Street, including 50-year rent restrictions recorded by restrictive covenant); adopted Resolution CRA-R-26-0018 (authorizing subordination of the CRA’s forgivable loan to Kush Property, LLC for the mixed‑use affordable housing development at 2003 North Miami Avenue to the NRD-1 Public Benefits Trust Fund of the Wynwood BID, in an amount not to exceed $2,800,000, and authorizing the Executive Director to negotiate and execute related amendments and documents); and accepted the external independent audit for fiscal year ended September 30, 2025. All motions passed with unanimous aye votes. The public comment period closed with no speakers.
